Effect Increases the stamina damage from standard shots dealt to enemies blocking with shields by 50 and deal 10% of armor penetration to targets that aren't blocking with a shield.

At the end of the skill description it says "blocking without a shield" does this mean that any player who IS blocking but blocking without a shield receives the 10% AP or any player regardless of them blocking.
