Flint Tools can be crafted immediately upon landing in any one of the starting beaches. Collect Flint and Green Wood (from bushes), then head to the Watchtower where you can craft your first set of flint tools at the campfire.
The Wooden Fishing Pole will be harder to get resources for. You'll need to head inland, past the starter beach, and gather Fiber from Hemp Plants to craft your first fishing pole.

Alternatively, you can opt to head to the nearest settlement's Workshop or unlock your very own campfire via the main quest, to craft Flint Tools. Simply open up the crafting menu and select the tools you wish to craft.
