You can get Slayer after reaching Lv. 24.

Have Agility 7

To get Slayer, you also need to have Agility 7.

You can increase a SPECIAL stat by getting the Intense Training Perk once you reach Level 2 or by buying an implant from Dr. Usanagi.

Have Unarmed 90

Make sure you also have Unarmed 90 in order to obtain Slayer.
