To get Unstoppable Force, you also need to have Strength 7.

You can increase a SPECIAL stat by getting the Intense Training Perk once you reach Level 2 or by buying an implant from Dr. Usanagi.

Have Melee Weapons 90

Make sure you also have Melee Weapons 90 in order to obtain Unstoppable Force.
