Ant Misbehavin' is one of the side quests associated with and unlocked through the Volare! side quest. After talking with Pearl, follow the quest markers in your compass to look for Raquel within the Nellis Air Force Base. Once you find her, interact with Raquel to unlock this side quest.
The Volare side quest can be unlocked by visiting the Nellis Air Force Base.

If you have 50 Speech or Science, you can speak to Loyal first and he will hand you a device that can instantly kill all the ants in the facility.
Head to the array generators. If you were able to acquire the Sonic Emitter from Loyal, find the spot in the area where you can mount it and activate it to instantly kill all the ants in the area. Otherwise, you can kill them as normal.
After clearing the ants, follow the compass markers to restart the generators and breaker. Return to Raquel after completing the quest.
