Luck is one of the S.P.E.C.I.A.L. attributes in Fallout New Vegas (FNV). Read on to see how to increase and decrease Luck using console command, what it does, how to increase Luck, all Luck levels and their effects, as well as all Luck-based skills and perks.

Despite not being particularly good at it, you can shine with all the different skills with a little bit of Luck. While not as definitive as investing in specific attributes, Luck can provide up to 5 additional skill points.
Your bullets and swings seem to hit at the right place and at the right time. Luck makes critical hits more common, especially if you use weapons with increased criticals!
If you invest enough in your Luck, people will question if it is just the Luck of the draw or if you are rigging the house rules themself. However, the increase in probability only becomes apparent with 7 points invested into Luck!
By unexplainable means, the enemies you face become more accident-prone to themself and those around them. Their guns might jam, or maybe their grenades will explode early. It seems like there is an invisible force, but maybe it is just your high Luck!

You can permanently increase your Luck by buying the Probability Calculator implants from Dr. Usanagi at the New Vegas Medical Center.
It costs around 3,000 - 4,000 caps, so make sure you have enough before you employ her help.

How to Get Caps Fast
If you don't have the right amount of bottle caps yet, you can rely on a variety of armor to temporarily increase your Luck.
Here is a list of armor that you can equip to increase your Luck temporarily.

Aside from the one-time permanent increase in Luck that the Intense Training perk can give, there are other perks that you can get to temporarily increase your Luck.

Meat of Champions | Cannibalize The King, Mr. House, Caesar, and President Kimball | 1 point to Luck, Strength, Charisma and Intelligence for 60 seconds each time a corpse is consumed. |

You can use the command above to permanently increase your Luck in the game.
Simply hit the tilde (~) button on your keyboard to open the console. Then, type the command above and the value you want to add to your Luck.

Likewise, you can decrease your Luck using the same command. Just make sure that the value you add at the end is negative.
