You can begin this quest by talking to Festus at the Sunset Sarsaparilla headquarters.

Talk to Festus at the Sunset Sarsaparilla headquarters and select the Star info choice to begin this quest.
Collect 50 Sunset Sarsapailla Star Caps. Once you have enough Sunset Sarsaparilla Star Caps, return to the Sunset Sarsaparilla headquarters and talk to Festus.
Deposit the star caps to Festus at the Sunset Sarsaparilla headquarters. After telling the story, the quest will be marked as failed. This is by design as this triggers and immediately begins the next side quest: A Valuable Lesson.
