How to Unlock Tend to Your Business
Talk to Elder Hardin at the Hidden Valley
You can unlock this quest by talking to Elder Hardin inside the bunker at the Hidden Valley. However, this can only be accessible if you made Hardin the Elder during the Still in the Dark side quest.

Talk to Elder Hardin
Speak to Elder Hardin and request to join the Brotherhood. He will then ask you to kill the Van Graffs and their men. Note that you can only start this quest if you made Hardin the Elder of the Brotherhood during the Still in the Dark side quest.
Still in the Dark Side Quest Walkthrough
Eliminate the Van Graff Thugs
Fast travel to The Strip North Gate, then head north towards the Silver Rush building. Start picking off the Van Graff Thugs one by one as they exit the building.
Clear the Silver Rush Building
After killing several Van Graff Thugs outside, there will still be some hiding inside the building. Go inside and explore every room to ensure you eliminate all of them.
Return to Elder Hardin
Once you clear the Silver Rush building, return to Hidden Valley and talk to Elder Hardin to receive Power Armor Training, the T-45D Power Armor, and the T-45D Power Helmet. The quest will then automatically finish.
