This is a walkthrough of the Climb Ev’ry Mountain side quest in Fallout New Vegas (FNV). Read on to learn how to unlock Climb Ev’ry Mountain, where to find Captain Gilles, the quest rewards, and the best dialogue choices for completing the Climb Ev’ry Mountain side quest.
You can start this quest by simply talking to Captain Gilles at the Bitter Springs camp, located on the northwestern side of the Mojave Wasteland. She can be found roaming near the medical tents past the refugee camps.

Speak to Captain Gilles and learn about the killings that have been happening around the refugee camp. This will automatically start the Climb Ev’ry Mountain Side Quest.
Follow the marker on your map and hike to find a cave near the top of the hill. Upon entering the cave, approach the man inside to meet Oscar Velasco. Here, you will have to decide between killing him or convincing him to leave the refugees alone.
If you choose to fight Oscar Velasco, he will immediately engage you in a shootout. Although the cave is very small, there is a narrow pathway to your right that you can use to flank him and get close. After defeating him, you can loot the Great Khans Supply Cache Key from his corpse to access the contents inside the cave.
Alternatively, if you have at least 50 Skill Points in Speech, you can convince Oscar to stop attacking the refugees, and you will have to propose a solution.
Continue your conversation with Oscar and discuss a solution for what he should do instead of attacking the refugees to stop the violence.
You can convince Oscar to settle down and rejoin the Khans at the Red Rock Canyon. This way, he will stop seeking revenge and will surrender peacefully. Additionally, he will willingly give you the Great Khans Supply Cache Key if you choose this dialogue option.
You can suggest to Oscar that he should attack Camp McCarran instead, directly targeting the NCR faction.
Return to Captain Gilles and tell her about Oscar Velasco to complete the Side Quest.
Although it requires 50 Skill Points in Speech, it is recommended that you complete this quest by convincing Oscar Velasco to settle down and move to Red Rock Canyon to rejoin the Khans. This way, you can avoid fighting anyone, and you will receive the Great Khans Supply Cache Key for completing the Side Quest.
