Under the Legion's banner, civilization - unforgiving as it was - finally came to the Mojave Wasteland. |

While the topic remains subjective, the best ending of Fallout New Vegas lies in having the NCR winning the Second Battle of Hoover Dam. With the NCR's victory, most factions were well off. The factions prospered, were safe, and still had agency under NCR's rule, suffering only minor casualties. Overall, The NCR maintains order without totalitarianism.
Furthermore, the NCR is not an individual's political paradigm. The NCR is a diplomatic movement not born out of charisma (Caesar) and money (Mr. House) but of a single purpose to unite the Wasteland.
There is still an argument about having an independent Vegas, but the overall loss of life and chaos enacted in an independent Vegas is not a small matter. Without authority, anarchy is suppressed only by a few factions with already sufficient roots.
