Complete Side Quest: Volare! to Recruit the Boomers | Kill Mother Pearl and Loyal | |

Follow the quest marker on your map and compass to reach the Nellis Air Force Base. You will need to survive the barrage outside the base to reach them.
Once you reach the gate, you will be forced into a conversation with a guard and Raquel who will bring you to their leader, Pearl.
How to Avoid Barrage | |
---|---|
1 | Run to the closest structure that can block their line of sight. This will cause them to aim randomly and completely miss you. |
2 | As soon as the shelling stops, move forward and quickly find your next cover before the barrage restarts. |
3 | Repeat until you reach the fence where they will not shoot at you. |
To recruit the Boomers, you will need to complete the Volare! Side Quest which involves helping the people around the air base with tasks.
After completing enough tasks to raise your reputation with the Boomers, you can ask Pearl to aid you in the upcoming battle.

Pete | Listen to his story and ask questions afterward. Leaving before he finishes will punish you with Boomer infamy. |
Lindsay | Retrieve the teddy bear from under the metal crates in the hangar where Loyal and Jack work. |

The other way of dealing with the Boomers to make sure they don't ally with anyone else is to kill their leaders, Pearl and Loyal. You can kill them however you want, but the Boomers will become hostile so do it fast or be ready for a fight.
Regardless of how you choose to deal with the Boomers, report back to Mr House to complete this quest and get to the next task.
The House Always Wins IV Walkthrough
After completing The House Always Wins II, interact with Mr. House again, and he will ask you to deal with the Boomers. Accept the task to unlock this quest.
Helping out the Boomers to recruit them is the better option in this quest. You will receive various rewards from the tasks and they will aid you in the final battle as well.
In addition, an optional step during the Volare! side quest is the only way to get the Rebreather, an apparel that will allow you to breathe underwater indefinitely.

There are no rewards for completing this quest. All rewards are gained as part of the Volare! side quest if you choose to go that route.
