This is a walkthrough of the Come Fly With Me side quest in Fallout New Vegas (FNV). Read on to learn how to unlock Come Fly With Me, where to find Manny Vargas, No-bark Noonan, or Jason Bright, the quest rewards, and the best dialogue choices for completing the Come Fly With Me side quest.
The Come Fly With Me sidequest can be started either in Novac, while gathering information from Manny Vargas or No-Bark Noonan, or inside the REPCONN Facility in the REPCONN Test Site area west of Novac, where a voice over an Intercom will lead you to Jason Bright and initiate the quest.

Progressing the They Went That-A-Way main quest will organically lead you towards Novac to get information on your assailants. Speak to either No-bark Noonan in his shack or Manny Vargas in the Dino Bite shop or in his motel room. Both characters have dialogue options that will prompt you to go to the REPCONN Test Site to investigate the ghoul presence.
When going to the REPCONN Test Site and entering the REPCONN Facility building, a voice over the Intercom will order you to the metal staircase at the northeast corner of the building in order to speak to Jason Bright. Fight or sneak around the Feral Ghouls on the way to the staircase, which leads to the Research Labs, then activate the Intercom next to the door to be allowed entry.
Find Jason Bright upstairs in the Research Labs. He will give information on the Great Journey
he and his fellow ghouls wish to embark on, as well as on Chris Harvasam, the lone human in their group. Jason Bright will request you to get rid of the Nightkin lurking in the Basement so that he and his fellow Ghouls can complete their Great Journey.
There are two entrances to the Basement, the nearest one being right outside the metal staircase area; head south, then take the first left to find a staircase with a bloody door. Once you enter the Basement, you can choose either a violent or non-violent option to get rid of the Nightkin.
The most straightforward option is to seek and hunt all the Nightkin in the Basement, which will prove minorly difficult due to their tankiness, stealth technology, and the tight corridors you will have to fight them in. There are a total of six Nightkin you will have to kill: four basic Nightkin, one Nightkin jailer, and Davison, a mini-boss.
From the Basement entrance, head south and find the room where Davison resides in. If you explain you are downstairs on behalf of the ghouls, you will eventually be given the option to help Davison by recovering a Stealthboy stockpile somewhere in the Basement. He will give you a key to a locked room nearby with a Nightkin corpse in front of it, the inside of which is guarded by the ghoul Harland, who must be dealt with in either of two ways:

Once Harland is dealt with, head to the second floor of the room he occupied to find a terminal with messages indicating that the Stealthboy stockpile was sent back out of the facility. Report back to Davison, and he will leave the Basement along with the other Nightkin in pursuit of the Stealthboy stockpile.
Report back to Jason Bright once the Nightkin in the Basement are taken care of. After thanking you, he and his followers will go down to the Basement. Follow them back down and into a staircase inside Davison's room, which provides access to the tunnels and leads to a control room overlooking a staging area with rockets.
Speak to Jason Bright inside the control room in the Basement, and he will instruct you to help Chris Harvasam repair the rockets so they can make the Great Journey.
Harvasam will ask you retrieve two components: the Thrust Control Modules and the Isotope-239 Igniting Agent. There is an optional third component, 3 Sugar Bombs, that you may be asked to retrieve based on your dialogue choices with Harvasam.
The Thrust Control Modules can be found with Old Lady Gibson in the Gibson Scrap Yard. You can get them from her through trade: 500 caps for full price, 250 caps if you have either 50 Speech or 50 Barter, or for free if you have the Lady Killer perk. Alternatively, you can either kill Old Lady Gibson and her dogs to take the Modules by force, or you can steal them from her garage while she's away.
There are two potential sources for the Isotope-239 Igniting Agent: on a radiation-suited Scavenger corpse in the Gecko-infested Clark Field, or in Cliff Roscoes' toy rockets at the Dino Bite Gift Shop. For the Dino Bite Gift route, you can offer to buy all the rockets in Cliff's storeroom. Then, you can either buy the storeroom key for 111 caps, lockpick the storeroom, or kill Cliff to take the key. Keep grabbing rockets from the storeroom until you are notified your objective is complete.
Depending on your dialogue with Jason Bright in the Basement, you can learn that he doesn't plan to take Harvasam on the Great Journey.
If you have 50 Speech, after you accept the task to repair the rockets, you get expanded dialogue options with Harvasam and are able to reveal what Jason told you. Harvasam will then ask you to assist in sabotaging the rockets by giving him 3 Sugar Bombs, which can either be crafted or bought back in Novac at the Dino Bite Gift Shop for 7 caps each.
After you have brought Harvasam all the materials, Jason Bright will give a speech to inauguarate the Great Journey.
At this point, you can exit the Basement and go back to the Research Lab to find a door that leads to the viewing platform with the launch controls and a Navigation Console to the right, which can only be accessed with 55 Science. You have three options that either affect the ending or your XP gains.
Launch the rockets right away, thereby officially completing the Come Fly With Me quest for +800 XP and increased fame in Novac. Note that if you provide Harvasam with Sugar Bombs, the rockets will always crash into each other, regardless of if you launch right away or if you try the other two options.
Before launching the rockets, you can use the Navigation Console to examine the navigation data further, then make a change that will bring them 12.5% closer to their intended destination for an extra +55 XP and positive Karma.
You can also use the Navigation Console to set the rockets to crash into each other, which will grant an extra +55 XP and negative Karma.
If you go back to Novac and tell Manny Vargas or No-bark Noonan that there are no longer any ghouls in the REPCONN Test Site, they will thank you and increase your fame in Novac by an additional level.
Since there are no faction repercussions in Come Fly With Me for the choices you make during this sidequest, it is best to make decisions that will save you more ammo and consumables. Helping the Nightkin and Harland means you miss out on some bonus XP, but also means you do not have to use too many resources to deal with them by force.
If you have 50 Speech, telling Harvasam the truth will give you a bonus +55 XP and, unlike sabotaging the rockets using the Navigation Console, will not give you negative karma. The Sugar Bombs are also an easy material to acquire, as they are cheap to buy from the Dino Bite Gift Shop in Novac.
Changing the navigation data to bring the ghouls closer to their intended destination will grant +55 XP and positive karma. You can do this even if you helped Harvasam sabotage the rockets, and you will earn the bonus rewards regardless of your previous choices.
