Arcade Gannon is a doctor and scientist working with the Followers of the Apocalypse. He is deadly efficient with energy weapons, this is also complemented by his ability to make use of power armor. He will fight with you as long as you do not help the Legion achieve their goals.
Arcade can be visited at the Old Mormon Fort in Freeside. You can find him standing in the southeast corner of the fort near his tent. Sometimes, he can be seen inside of his tent as well.
Having a Liked reputation or higher with the Followers of the Apocalypse will make it easier to recruit Arcade into your party. You can improve your reputation by doing faction related quests. Finish these quests and ask Arcade to join your party afterwards and he will gladly say yes.

1 | High Times Quest Help Julie convince Bill Ronte and Jacob Hoff get over their chem addictions. Both of them can be located in Freeside. The easiest way to finish this quest is to have a Speech skill of 50, this gets both addicts to sober up and get back to work at the Fort. |
2 | Donate Supplies to Julie Talk to Julie at the Fort to find out more about the supply shortage they are experiencing. Donate 10 doses of either Med-X, Rad-Away, or Fixer until they are well-stocked to finish the quest. You can stop donating meds when she starts selling you magazines. |
3 | Cut a Deal with the Garret Twins The Followers need a steady supply of meds to operate in Freeside. Talk to the Garret Twins at the Atomic Wrangler, they will gladly assist the faction in exchange for having their stills upgraded. Julie will agree to the terms and the Garrets will start sending in supplies immediately. |
Arcade's companion quest can be activated by bringing him to locations that remind him of the Enclave or by doing good deeds for the Followers. Doing so will help reveal more information about his past.
After gaining Arcade's trust and progressing through the main story, you can ask him about the Enclave Remnants. This will have you and Arcade travel to different locations around the Mojave to recruit five remaining members of the Enclave in preparation for the Second Battle of Hoover Dam.
Having Arcade as a mobile doctor in your party gives you access to the Better Healing perk. With this perk, you gain 20% more health from all consumable items. This includes, Stimpacks, Doctor's Bags, food, and recipes.
Get the best ending by telling Arcade to return to Freeside while fighting for an Independent New Vegas. Tell him that he does not need to aid the Remnants to continue the legacy of his father.
He won't be too happy about the independence of New Vegas, but he will finally be content with being a doctor, forging his own path while continuing to aid the unfortunate people of the Mojave in times of need.
