The Wild Card: You and What Army? requires you to unlock the Render Unto Caesar quest to progress. If you haven't received an invitation from Caesar to come to The Fort, the boat that will take you to the location won't be available.
The Render Unto Caesar Main Quest can be unlocked by completing the Ring-a-Ding Ding! main quest. After exiting The Tops Casino, a person will offer you the invitation.
Follow the compass marker to reach The Fort. To get to the destination you will have to go through a guard by showing your invitation and ride a boat.
Once you arrive, the guards will take your weapons and the Platinum Chip if you already have it. Don't worry as you will get them all back soon and won't need them until then.
The bunker with the objective marker will be inaccessible until you speak to Caesar. Accepting his request to destroy the securitrons will give you the Platinum Chip and unlock the bunker.
If Benny escaped during the Ring-a-Ding Ding! quest, he will be in Caesar's tent tied up. You will get to decide his fate, but do not let him go as that will fail the Render Unto Caesar quest and start a very difficult fight with everyone around you.
Inside the bunker, insert the Platinum Chip into the nearby console to open a path heading down. Depending on where you are in other quests, you will encounter a screen that either shows Mr. House, Yes Man, or Connection Lost. If the door to the next room does not open and is locked, interact with the screen.
If Mr House is still alive and on the screen, speak to him. Regardless of what you'll say you'll do, the doors will open.
There will be enemies and turrets in the bunker. If you have at least 50 or 75 Science, you can use the nearby terminals to disable some of the security to avoid having to fight them.
To upgrade the securitrons, find another console where you can insert the Platinum Chip. Choosing this option will preserve your relationship and progress with all the factions, even Caesar whom you can lie to when you eventually return to him to continue the Render Unto Caesar quest.
To destroy the securitrons look for and attack the three generators in the area.
Choosing this option will mean you will have no army if you ever choose to side with Yes Man, making the final battle very difficult. In addition, it will fail The House Always Wins quests.
Ask Yes Man about a Fort in Benny's Suite during the Ring-a-Ding Ding! quest or in the Lucky 38 Penthouse if you already completed the Wild Card: Change in Management quest.
An additional requirement to begin this quest is to unlock the Render Unto Caesar quest by completing the Ring-a-Ding Ding! quest. After exiting The Tops Casino, a person will stop you to offer an invitation. Accepting the invitation will unlock the quest.
If you attempt to go to The Fort but haven't received the invitation, the boat that will bring you to your destination will not be available.
Upgrading the securitrons is the ideal choice during this quest as it preserves your relationship and progress with all factions in case you change your mind about who you want to side with.
Destroying the securitrons will prevent you from siding with Mr House and will deprive you of an army if you choose to side with Yes Man. Caesar will also believe you if you lie to him about destroying the securitrons.
