This is a walkthrough of the Sunshine Boogie side quest in Fallout New Vegas (FNV). Read on to learn how to unlock Sunshine Boogie, where to find Loyal, the quest rewards, and the best dialogue choices for completing the Sunshine Boogie side quest.
Sunshine Boogie is one of the side quests associated with and unlocked through the Volare! side quest. After talking with Pearl, follow the quest markers in your compass to look for Loyal within the Nellis Air Force Base. Once you find him, interact with Loyal to unlock this side quest.
The Volare side quest can be unlocked by visiting the Nellis Air Force Base.

If you have 65 Repair Skill, you can interact with the arrays northeast of the area to immediately repair them.
If your Repair Skill is lower than 65, you'll first have to pick up 5 Solar Array Parts. These can be found at the HELIOS One, marked in your map with a quest marker far south of the Nellis AFB.
If a soldier stops you from entering the facility, convince them to let you enter using Speech or Science skill checks. If you can pass neither, you can alternatively sneak into the facility.
Once inside, collect the spare parts and return to the air base to fix the arrays.
Return to Royal after repairing the arrays.
