How to Unlock Crazy, Crazy, Crazy
Talk to Neil
Head to Neil's Shack at the base of Black Mountain then talk to Neil to begin this quest.

Talk to Neil
Talk to Neil at his shack at the bottom of Black Mountain to begin this quest.
Optional: Meet Up With Neil Near the Summit
Upon starting this side quest, you can pass a 50 Speech skill check with Neil which lets him accompany you on this quest.
Find the Key to Tabitha's Room
Upon reaching the summit, enter the Broadcast Building through the door on the first floor and exit through the other side. Continue under the stairs and pick the up the key to Tabitha's room.
Defeat Tabitha
Continue up the stairs and enter the room then defeat Tabitha to complete this quest.
Best Choice for Crazy, Crazy, Crazy
Don't Take the Main Road
Upon starting this quest, we recommend not taking the main road as there are a Super Mutants you will need to defeat in order to pass through. You can instead take the path to the right and enter the gate below the satellite. While this route has Centaurs in the area, you can sneak past them and climb up the ridge to get to the summit. There will be an entrance to the area through a locked gate which requires 75 Lockpick.
Alternatively, you can pass through the main entrance and take on the Nightkin and Super Mutants in the area.

Unlock Raul as a Companion
Raul can be found in the prison building on the summit. Interact with the first terminal and click on Entry 6 as this has the password for the room. Interact with the other terminal and disengage the locks then enter the room. Talk to Raul and tell him he is free to go or recruit him as your companion.
