Fallout New Vegas - Boomers Location

To meet the Boomers, you will need to travel to the Nellis Air Force Base and speak to Pearl. In order to enter the air base, you will need to survive the shelling of the area by staying in cover and running at the appropriate time.

Brotherhood of Steel

Fallout New Vegas - Brotherhood of Steel Location

To meet the Brotherhood of Steel, you will need to travel to the Hidden Valley and find the correct bunker where they reside.

Destroy the Brotherhood
Complete Still in the Dark Side Quest

The Great Khans

Fallout New Vegas - Great Khans Location

To meet the Great Khans, you will need to travel to the Red Rock Canyon and speak to Papa Khan at the longhouse in the area.

Destroy the Khans
Complete Oh My Papa Side Quest to convince them to break their alliance with Caesar's Legion.

Omertas

Fallout New Vegas - Omertas Location

To meet the Omertas, you will need to go to Gomorrah casino within The Strip and speak to the receptionist.

Omertas Options Ignore the Omertas
Complete How Little We Know Side Quest

White Glove Society

Fallout New Vegas - White Glove Location

To meet the White Glove Society, you will need to go to the Ultra-Luxe casino within The Strip and speak with Marjorie.

White Glove Society Options Ignore the Society
Destroy the Society
Complete Beyond the Beef Side Quest to deal with their cannibalism issue.

Return to Yes Man

After interacting with the minor factions, return to Yes Man to inform him of your decisions regarding the factions.

Note that completing this quest and Wild Card: Change in Management will fail the NCR and Caesar's Legion main quests, locking you out of siding with them.

How to Unlock Wild Card: Side Bets

Talk to Yes Men About The Tribes

Fallout New Vegas - Talk to Yes Man about Tribes

During the Ring-a-Ding Ding! quest, you will meet Yes Man at the Tops Casino. Speak to him about the tribes in the wasteland to unlock this quest.

Wild Card: Side Bets Best Choice

Do Side Quests for Most Rewards

Regardless of how you choose to deal with the minor factions, there won't be any repercussions from this quest as Yes Man will only require you to meet them. So it is recommended to do the all the side quests related to the factions for their rewards.
