1 Find General Oliver at the Power Plant
Optional Objectives:

Find General Oliver at the Power Plant

Enter the dam to begin the final battle. Depending on the choices you make during the game, minor factions may make an appearance to either aid you or fight against you.

Faction Appearance Notes
Boomers They will aid you if you completed the Volare! Side Quest and then asked for their help.
Enclave Remnants They will make an appearance if you complete the For Auld Lang Syne side quest and ask them to assist you.
Great Khans They will make an appearance if the alliance between them and the Legion is not broken in the Oh My Papa quest.

Release the Soldiers Inside The Intake Tower (Optional)

Enter the Intake Tower and unlock the maintenance hatch using the terminal to release the Legion soldiers for extra support.

Take Out The Snipers in the Towers (Optional)

Snipers

Another optional objective to make the takeover easier is to eliminate the snipers in the towers along the way.

Deal With General Lee Oliver

Fallout New Vegas - General Lee Oliver

Once you find General Lee Oliver inside the dam, you can convince him to leave peacefully if you have a Speech 100 or you can kill him and his soldiers.

Return to Legate

After dealing with General Lee Oliver and the NCR, you will interact with Legate a final time before the game ends with a narration that sums up the effects of the choices you made throughout your playthrough.

You cannot continue to explore the wasteland after the end.

Fallout New Vegas - Speak to Legate

After arriving in Legate's camp during the Render Unto Caesar quest, find and speak to Legate to begin this quest.
