The Mass Pike Tunnel Power Armor is located under the Boston Police Rationing Site. It is an Enclave X-02 Power Armor stationed deep down the area.

The Mass Pike Tunnel is unmarked on the map but you can access it via the entrance inside the rationing site.

You will need to activate the quest, Speak of the Devil first and follow that quest's objectives until it tells you to go to the Boston Police Rationing Site during the mission.

Complete Speak of the Devil Quest

You must start the Speak of the Devil quest and finish it to get the armor.

Obtaining the Mass Pike Tunnel Power Armor will take a while as you need to activate Speak of the Devil quest within Wattz Consumer Electronics. Pick up Connie's Note on the table at the second floor of the building to proceed the quest.

From there, you must follow the quest objectives until it tells you to go to the Boston Police Rationing Site. Once you're at the rationing site, you can use the containers near the building as platforms to get inside the building.

Go inside the door under the red light to get in the Utility Tunnel. Once inside, open the door at the front of the generator with a fusion core, proceed forward and open the door on the left to get to where the Power Armor is.

Activate the radio inside the room to open the security gate where the Power Armor is stationed.
