The Justice Gun can be obtained by buying it from Penny Fitzgerald in the Covenant.

Enter the main entrance of the Covenant and go to the first house to the right and she should be manning her shop inside.

General Tips on Getting Ammo

Most vendors should sell the ammo you need, but they may not always be in stock. You can also check containers and enemy corpses for any dropped ammo. Get the Scrounger Perk to increase the quantity of looting ammo from these containers. There is no crafting ammo in the base game of Fallout 4.
