The Saw Blade Launcher can be bought from Suggs in the area between Kendall Hospital and Cambridge Crater.
The quest When Pigs Fly will lead you to his garage where you'll be able to talk to him and barter for a Saw Blade Launcher. When Pigs Fly is a quest automatically added to your Pipboy, as of the next gen update in 2024.
Where to Get Saw Blade Launcher Ammo
Buy Saw Blades From NPCs in Diamond City and Goodneighbor
The Saw Blade Launcher uses Saw Blades for ammo which can be very hard to find since there's no recipe for crafting them. Buying Saw Blades from NPCs is currently the only way to obtain them, outside of console commands. Some NPCs around Diamond City and Goodneighbor sell Saw Blades in small amounts and you'll be able to buy some from Suggs, too.
Retrieve From Enemies Killed With a Saw Blade Launcher
Enemies that you kill with the Saw Blade Launcher have a chance to retain the Saw Blades you fired onto them allowing you to retrieve some of them when looting the body. Always check the body for loot when killing an enemy with the Saw Blade Launcher.
