How to Get to Navel Rock

Need Rainbow Pass and Mystic Ticket

Item How to Get
Rainbow Pass Give the Ruby to Celio on One Island. You will need the National Dex for the Ruby to appear in Mt. Ember.
Mystic Ticket Obtained automatically after defeating the Elite Four and entering the Hall of Fame.

To gain access to Navel Rock, you will first need to get the Rainbow Pass and Mystic Ticket. Once you have both of these items, you can talk to the sailor at the port in Vermilion City to take a boat there.
