Clear the Pokemon League and enter the Hall of Fame. After becoming Champion and finishing the game, the previously event-exclusive key items become available in your save file.
You will receive the Aurora Ticket, which is required to access Deoxys.
Go to the Seagallop Ferry in Vermilion City and select Birth Island as your destination.
Birth Island was originally only accessible through a limited-time distribution event, but in the Switch version, it is unlocked once you meet the post-game requirement.

| Steps: ① Approach the triangle from below and press A. ② Press Left 5 times, Down once, then press A. ③ Press Right 5 times, Up 5 times, then press A. ④ Press Right 5 times, Down 5 times, then press A. ⑤ Press Up 3 times, Left 7 times, then press A. ⑥ Press Right 5 times, then press A. ⑦ Press Left 3 times, Down 2 times, then press A. ⑧ Press Down once, Left 4 times, then press A. ⑨ Press Right 7 times, then press A. ⑩ Press Left 4 times, Down once, then press A. ⑪ Press Up 4 times, then press A. |
On Birth Island, interact with the black triangle in the center of the island.
Approach it in the correct pattern as shown in the table above each time it moves. After the last step, the triangle will shatter.

Once you complete the puzzle, Deoxys will appear at Level 30.
Save before interacting with the red triangle in Step 11 if you want to soft reset for better stats or a Shiny encounter.
