There are numerous Personas in the Compendium to fuse in Persona 3 Reload (P3R), and choosing a roster to explore Tartarus with can be time-consuming. Read on to know the best Personas to fuse and have during the early, mid, late, and post-game!

Despite being your starter Persona, Orpheus scales rather well during the early parts of the game due to a single skill, Tarunda. Orpheus has the earliest access to Tarunda, which he learns at Level 5. Tarunda helps massively during the early-boss fights as it can finish them off faster!
Jack Frost is your introduction to the better Magic Attacker Personas in the game due to its high Magic Stat. Jack Frost also has a deceivingly high Endurance stat early on, allowing you to tank hits. The early Fusion Skills, Jack Brothers, has Jack Frost as one of its components, so keep that in mind!
Like Jack Frost, Valkyrie is the introduction to better Physical Attacker Personas in the game for its Strength Stat. Valkyrie also lets you have initiative during fights due to her Agility stat, making her valuable for the early floors to avoid damage.
Slime is one of the better Personas by simply being the most resilient Persona in the early game. If targeted on early Shadows and bosses that rely on physical attacks, Slime mitigates damage if targeted and dishes it back decently.
However, do know that Fire and Wind attacks are frequent on the second floor of Arqa. Having an alternative Persona should neutralize this weakness.
Jack-o'-Lantern, compared to Jack Frost, is significantly faster and deals more damage at the cost of endurance. He can also learn Maragi as early as level x, which can clear groups of shadows efficiently. Jack-o'-Lantern is also the counterpart to Jack Frost for unlocking the Fusion Skill, Jack Brothers!
Rakshasa is easily the best Physical attacker you can fuse before Level 20 and above. Rakshasa is a must-have due to his physical-oriented stats revolving around Str, Agi, and Luck while having access to Regenerate and Crit Boost 1. Rakshasa also resists Slash attacks, trivializing early Shadow encounters!
Oberon is your introduction to a healing-oriented Persona. If you plan on leaving Yukari out of your party, having Oberon is a must-have since he has access to Media and has resistance to Dark and Light. Oberon's resistance makes the lower Arqa floors a cakewalk!
High Pixie is the second-best Magic-Attacker in the early game due to having one of the highest Magic stat during this level. High Pixie also learns Mabufu innately, which can efficiently finish skirmishes!
Hua Po is the best Magic-Attacker since she has the highest magic stat and a decent agility stat. The only problem here is that Hua-Po is not conventionally obtained through fusion since you have to complete Elizabeth's 77th Request, so High-Pixie is an effective alternative for her.

Ose is a great physical damage dealer and specializes in clearing large groups of shadows thanks to its Multi-Target Boost skill, and its high Strength and Endurance stats. Put that together with the Life Aid skill, and it can keep on using physical or magic skills without needing to heal back HP or SP.
Oni is another excellent physical damage dealer because of its extreme Strength stat at level 31 while having no weaknesses. It also learns Counterstrike and Regenerate 1 which synergizes well with its physical attacks.
Hecatoncheires is one of the tankiest Personas with its incredible Endurance stat. If you combine this with its four resistances and Regenerate 2 skill, then it can absorb almost any attack. It also learns Recarmdra and Endure which lets you heal your whole party to full health without much risk.
Titania is a must-have for the mid-game due to her immense magical prowess. What really makes her shine is the Concentrate skill, which she can learn fairly easily. When paired with her Magic stat of 40-45 and 3rd-tier spells like Bufudyne, your DMG can reach 4 digits no problem.
If you're in search of a powerful healer for the mid-game, Hariti is a highly viable choice. Upon acquisition, she will come with potent healing spells like Mediarama and Samarecarm, which can come in clutch when you're facing formidable opponents like Monad Bosses.
Kaiwan is great to haev in your arsenal due the Virus Breath spell he innately has, as well as Spirit Drain for when you're running low on SP. Apart from that, Kaiwan also possesses potent status ailment skills like Eerie Sound.
Girimekhala is a strong contender for dealing Physical DMG due to his high Strength stat and powerful skills such as Cruel Attack and, later on, Heat Wave. When fusing much stronger Personas, Repel Slash can be inherited from Girimekhala, which can help reinforce them.
Thoth possesses power 2nd-tier Electric spells such as Zionga which can help when you run into enemies with varying weaknesses. The Concentrate skill adds to Thoth's viability, but what really makes him shine is his Soul Shift passive skill, which can help maintain your party's SP for long Tartarus runs!
Succubus is great to have on deck if you're looking for a good Dark DMG dealer. She possesses powerful Dark spells like Eigaon and Maeiga, and can also learn both the Spirit Drain skill and the Drain Ability passive, which doubles the amount of SP you can absorb!
King Frost has early access to powerful 2nd-tier ice spells such as Bufula and right at the next level, Mabufula. With his Freeze Boost passive, these spells will Freeze opponents in their tracks more frequently.
Leanan Sidhe can be acquired in the early parts of the mid-game, around when you enter the Yabbashah Block for the first time. It would be wise to acquire her if you're looking for a decent healer, as well as for her Patra and Me Patra skills for when you find yourself bombarded with status ailments.

If you have the Persona 5 DLC, then you can get the Physical Powerhouse Vanadis. She's a Critical monster thanks to her signature skill Masquerade having a high crit rate, and it can be further enhanced with a multitude of Crit Boosting Skills.
Siegfried, and Mithras, unlocks the Scarlet Havoc Theurgy, which is the one of the best Theurgies in the game. In most situations, this is what you'll be using since it ignores resistances and has a decent Crit Rate, unless you want to Knock Down enemies using Jack Brothers.
Atropos is mainly used to resist Light and Dark attacks, reducing the chance of the MC getting insta-killed. Besides that, she has a decent Magic stat with a focus on Wind Skills.
Nebiros' build primarily revolves around her prowess at inflicting Fear on enemies and Dark Attacks as a backup. The combo of Evil Smile and Fear Boost into Ghastly Wail can easily clear out waves of enemies who don't resist Fear.
Thor is an Electric Attacker that can also act as a powerful Physical Attacker if needed. His innate skills make him lean towards an Electric Attacker, but you can pass down Physical Passives to help him lean into that build instead.
Futsunushi is a powerful Physical Attacker that can heavily enhance their Crit Rate with Passive Skills and Bloody Charge. They're also great at countering non-Pierce physical attacks and their only weakness being Dark.
Vishnu is a very flexible Persona that can fill the role of a Physical Attacker, Wind Attacker, and a Support depending on what your team needs. They also innately learn Ali Dance, which is one of the best defensive passives in the game!
Houou is primarily a Healer, but they can also be built to do good Fire Damage. Their Innate Skills make them lean harder to the Healer side of things, but you can always pass down skills to make them good at Fire Attacks.
Arahabaki is the Physical Wall of this game thanks to its ability to Reflect Slash, Strike, and Pierce attacks! However, you'll need to level it up to 76 to get Repel Strike, and it will be weak to Strike attacks until then.

As a note, you can still use Late Game Personas in NG+, like Arahabaki, as long as they've been levelled up and built properly.
Orpheus Telos is one of, if not, the best Persona to use in NG+ since they resist every element except for Almighty! They also have access to the powerful combination of Morning Star and Victory Cry to make replaying Tartarus a breeze.
Helel is considered to be one of the best AoE Attackers in the game thanks to the combination of Morning Star and Almighty Boost. Even without Almighty Amp, you'll have more than enough damage to clear out multiple enemies.
Satan's unique skill, Black Viper, is the strongest single target Almighty attack in the base game. If you don't want to worry about weaknesses when fighting bosses, you'll want to use Satan for Concentrate boosted Black Vipers for massive amounts of damage.
As an alternative to Satan, you can use Loki if you have the Persona 5 DLC. Rebellion Blade is an immensly powerful single-target Almighty Attack that out-damages Black Viper, but it requires the enemy to be downed first.
Messiah is a flexible Persona that can swap between attacking enemies and supporting the party. They also resist the 4 main elements while also being able to reflect Light and Dark Attacks!
If you wish, you could also pass down Skills to make them focus more on their Supportive or Offensive side.
Thanatos specializes in Dark Attacks, and his only weakness is Light. In case the enemy resists or isn't affected by Dark, he can also use Megidolaon as a back up attack.
Lucifer is used as a flexible attacker that can learn the strongest Elemental Spells in the game, with the exception of Thunder Reign. However, you can pass it down via Fusion, so you'll still be able to get a Persona that can target Fire, Ice, Electric, and Wind weaknesses.
Asura is one of the strongest Physical Attackers in the game, thanks to it innately learning Strike Amp and God's Hand. If you add other skills that boost the damage of its Physical Strike attacks, you can deal massive amounts of damage as long the enemy doesn't counter Strike.
