Deliver the Bandage to the Delinquent in Station Outskirts

The first step of the quest is to head to the Station Outskirts. From there, you can give the bandages to the delinquent that just got into a fight. Doing so will make the delinquent give you a student handbook.

Give the Handbook to the Student in Port Island Station

Go back to Port Island Station to find the stressed-out student. Give him the handbook and he'll trade you a catnip.

Give the Catnip to the Cat-Loving Boy

Deliver the catnip to the cat-loving boy in Iwatodai Strip Mall. He can be found just on the left side of the takoyaki stand. Giving him the catnip will make him trade it to you for a headband.

Bring the Headband to Elizabeth

The final step of the quest is to give the headband to elizabeth. This will allow Elizabeth to wear the headband (temporarily) and complete the quest.
