As you progress the game, the Personas, you create and find will naturally get stronger. Just continue playing the game until you reach a high level and you'll be able to start fusing personas that will be near or the same as your current level.

How to Level Up Fast

Fuse Personas that Results in Level 13 or Higher

Simply fuse two Persona that are both Level 13 or higher to create a Persona that reaches Level 13. Fused Persona usually have the average level of the Persona you've used to combine, so be sure they're near Level 13.

Higher Social Links Give Bonus Levels to Fused Persona

You could also try fusing a Persona with an Arcana that you've leveled up through your Social Links. If you've happen to level up your Social Link with Kazushi, fusing a Persona with the Chariot Arcana will receive bonus levels.
