Tenjin Musha resists Fire and Electric, while blocking both Light and Dark attacks. Use Physical moves on it to whittle its HP down.

How to Beat Onnen Musha (Empyrean)

Form a Team with Strong Physical Moves

Persona 3 Reload Episode Aigis - Empyrean Boss Use Physical to Crit
All three Musha collectively resist all elemental attacks but take normal damage from physical skills. That said, it's best to use a team with strong physical attackers like Akihiko, Metis, and Junpei to inflict damage. Since none of the Musha uses elemental moves frequently, their weaknesses won't matter much in this fight.

Use Mitsuru to Freeze Enemies

Using elemental skills is still viable, and the most recommended for this fight is Mitsuru. At the recommended level, she can learn Concentrate and Freeze Boost, allowing her to effectively freeze enemies with a single Mabufudyne.

If the enemies are frozen, you can get guaranteed critical hits by simply striking them, potentially leading to an All-Out Attack! Just make sure to use Ice Break first to remove all their resistances to Ice!

Bring Ken as the Support

Persona 3 Reload Episode Aigis - Empyrean Boss Ken Divine Intervention
If you feel like adding a support to your team, Ken is the best option here since he can learn Tetrakarn. His Divine Intervention Theurgy can also give the whole team a free use of Tetrakarn and Makarakarn.

List of Theurgy Skills (P3R)

Equip Serpent's Eye and Alicorn

Persona 3 Reload Episode Aigis - Equip Alicorn

Onnen Musha will also use physical moves like Primal Force, but will mostly try to inflict status conditions instead. Equip accessories like Serpent’s Eye and Alicorn to resist ailments from its Evil Touch and Poison Arrow. Both these accessories can be made in Mayoido Antiques.

Focus on Tenjin Musha First

Persona 3 Reload Episode Aigis - Empyrean Boss Tenjin Musha Using Mediarama

Tenjin Musha isn't the most threatening opponent in the fight, but as the support of the opposing team, it can prolong the battle by using Mediarama to heal the damage you've inflicted and Matarunda to debuff your team's attack. It's best to eliminate it first to avoid debuffs and stop it from healing.

Use Tetrakarn to Deflect Physical Attacks

Persona 3 Reload Episode Aigis - Killing Kaiden Musha with Tetrakarn

Kaiden Musha is the strongest of the team and uses powerful physical attacks like Vorpal Blade and Deathbound. While focusing on Tenjin Musha, you can use Tetrakarn or Attack Mirror to reflect Kaiden Musha's attacks, dealing massive damage to it since it doesn't resist its own physical moves.
