Elizabeth do not have regular romantic relationships with the player like the other characters. She does not explicitly become your girlfriend unlike the others, but you can still share moments with underlying romance together through Elizabeth's requests where you can spend time together.

Depending on the girl, you can initiate a romance with them once you reach social link Rank 9. Once you have unlocked the social link, simply spend time with them and choose the right dialogue options to form a relationship. Check the list above to see at what rank they can be romanced.
The exceptions to this is Elizabeth, since they do not form an explicit relationship with you even though she can have an underlying romantic tone with the player.

You can get the That Special Someone achievement when you initiate a romance with any of the romance options.

Can You Romance Multiple Characters?
Yes, But with Consequences
You can date multiple characters in Persona 3 Reload, however it can be tricky since the other girls will get jealous when you choose to spend time with any of the other romanceable girls.
When they are jealous, the social link will get reversed, and you can only progress the social link after you resolve the issue by spending time with them again. Although, you can bypass this if you reach rank 10 before spending time with the other girls since the social link can no longer be reversed.
