President Tanaka is a hard man to talk to, so you will also need to increase your Charm Stat to Smooth in order for him to even notice you. The best ways to increase your Charm Stat are acing your quizzes, trying the Wild Duck Burger Challenge, and going to the Arcade.

Reach Hermit Arcana Rank 4

You will need to reach Hermit Arcana Rank 4 by progressing your Social Link with Maya. You can start progressing the Hermit Arcana on April 29 of the in-game calendar. Maya is available to interact with on most holidays.

Give Him 40,000 Yen

Persona 3 Reload - List of Elizabeth
After you've acquired both the Smooth Charm Stat and Hermit Arcana Rank 4, Tanaka will approach you and ask for money. You will need to give him 40,000 Yen to begin your Social Link with him and acquire Tanaka's Signature x1.

Report back to Elizabeth so that you could complete Request 41.
