The Great Clock in Persona 3 Reload (P3R) lets you significantly level up your party members. Learn more on how to summon the Great Clock, and how to use it!
The Great Clock will only appear once the player has reached the Yabbashah Block or higher (Floors 70+). This is the area you unlock after you defeat the Lovers boss during July.
In these higher floors, you can start using your Twilight Fragments to summon the Great Clock. Whenever you use your fragments to open locked chests or to heal with the clock, there is a random chance that a door will appear with the Great Clock behind it.
How to Farm Twilight Fragments
When the Great Clock appears, you can interact with it, and it will prompt you to choose two of your companions that are lower level than you.
Afterwards, bring the allies you have chosen to any battle, and they will level up until they reach the same level as you! This is a great catch up mechanic for companions you rarely take with you in Tartarus.

I came here wondering that. No idea. I would like to add, however, that it's only letting me increase by 13 levels at once. I'm level 95, and everyone can only go up by 13 levels, despite being in their 30s.
