Phantom Mage is weak to Wind so use Skills like Garula or Garudyne to knock it down for All-Out Attacks. Bring characters like Yukari and Metis to make this fight significantly easier.

Phantom Mage Specializes in Light

The Phantom Mage likes to cast Light Skills, such as Makouha and Kouga. Make sure that you don't equip a Persona that's weak to Light so that Aigis doesn't get knocked down.

As a note, it also Repels Light Attacks, so make sure you don't accidentally use those types of skills and unnecessarily damage your party.
