Phantom Mage is weak to Wind while also resisting Electricity and repelling Light. Yukari is your best bet to take them down since she has powerful Wind Skills while also being able to support the party.

How to Beat Phantom Mage (Cocytus)

Exploit Weakness to Wind Skills

Phantom Mage Weaknesses and Resistances
Phantom Mage is weak to Wind so use Skills like Garula or Garudyne to knock it down for All-Out Attacks. Bring characters like Yukari and Metis to make this fight significantly easier.

Phantom Mage Specializes in Light

Phantom Mage Kouga
The Phantom Mage likes to cast Light Skills, such as Makouha and Kouga. Make sure that you don't equip a Persona that's weak to Light so that Aigis doesn't get knocked down.

As a note, it also Repels Light Attacks, so make sure you don't accidentally use those types of skills and unnecessarily damage your party.
