The Emperor Arcana, represented by Hidetoshi Odagiri, the Student Council Vice President, is a Social Link in Persona 3 Reload (P3R). Since there is no option to invite them on a date outside, you cannot give gifts for this Social Link.
On April 27th, Mitsuru will invite you to join the Student Council. You will need to go to the Faculty Room and talk to Ms. Toriumi to join the Student Council.
After signing the necessary paperwork, go to the Student Council Room at the 2F Classroom Hallway and you will be acquainted with both Hidetoshi and Chihiro.
Joining the Student Council will also lay the groundwork for the Social Link of Chihiro Fushimi, the Treasurer of the Student Council and representative of the Justice Arcana.

Completing the Emperor Social Link rewards you with a Cheap Lighter, which lets you perform a fusion of the Ultimate Persona of the Emperor Social Link!
You cannot romance Hidetoshi, the Emperor Arcana in Persona 3 Reload.
