Head to Port Island Station and Proceed Inside the Mahjong Parlor

Request 67 Find me a beautiful tile and How to Complete Mahjong Red Hawk

Travel to Port Island Station, then proceed inside Mahjong Parlor Red Hawk. After being prompted to enter, you will be challenged to a rock, paper and scissors match by the man inside.

Win the mini-game, and receive the Mahjong Tile x1 from the man.

I was able to enter with Rank 5 courage stat, but it seems others weren't able to. Not sure why that is
