To unlock the Fool Social Link, you just need to join the S.E.E.S. Group, which naturally occurs during the first parts of the game where the Protagonist moves in Iwatodai Dorm.
What Does SEES Mean?
The Fool Social link progresses through the natural events of the game. However, to rank it up to Rank 2, you need to first visit Tartarus. To reach the final rank of the Fool Social Link, you have to choose the right decision during one of the latter events.

Completing the Fool Social Link does not reward you with a Memento as they are automatically progressed. However, completing the Fool Social Link will progress the story through the True End!
