Neo Minotaur drains Fire and Wind while being resistant to all types of Physical attacks.Use Electric or Light and Dark skills against it to take it down quickly.

Rebellious Cyclops drains Ice and Wind while nulling Fire. You can use the same elements used against Neo Minotaur while using Physical attacks against it.
For this fight, it's best to bring Akihiko, Ken, and Koromaru to your team since both enemies are vulnerable to electric, light, and dark skills. At this level, Koromaru and Ken should have learned Debilitate and Heat Riser respectively, which you can use on Akihiko to enhance his electric attacks.
With Ken as support, he can also spend the rest of his turns casting Makarakarn on Akihiko to reflect Neo Minotaur's Ice attacks.
If you want to field a team with no weaknesses, you can bring Yukari instead. Just make sure to use Wind Break to remove both enemies' resistance to Wind.
If this isn’t an option, Mitsuru can be your third choice. Like Akihiko, you’d want to use Makarakarn on her to shield her from Neo Minotaur’s fire attacks.
Neo Minotaur can use Concentrate with fire and ice skills, dealing heavy damage to the team, especially if you bring members weak to those elements. It also resists all physical moves, so you're limited to using electric, light, and dark to effectively damage it. Due to this, it's best to deal with it first to avoid taking too much damage.
If you're bringing the same team as above, you can switch to using physical moves after defeating Neo Minotaur since Rebellious Cyclops is just as vulnerable to them. You also won't need to use Makarakarn on Akihiko anymore.
Rebellious Cyclops can be handled last since it doesn't target any weaknesses and only uses physical moves. However, like Neo Minotaur, it can boost its own attack with Charge, so do not ignore it completely and make sure to guard against its heavy attacks.
In earlier stages of the fight, you can also set up Tetrakarn to reflect damage while focusing on Neo Minotaur. Ken's Divine Intervention is especially helpful here, as it allows you to spend more time concentrating on Neo Minotaur without worrying about defense.
