On April 27th, Mitsuru will invite you to join the Student Council. To join the Student Council, go to the Faculty Room and talk to your Homeroom Teacher. Joining triggers an event that will introduce you to Chihiro and Hidetoshi.

Talk to Chihiro Three Times

After joining the Student Council, you need to talk to Chihiro three times in the succeeding days to start the Justice Social Link. Simply speak to her the day after joining the Student Council and again on April 30th.

After the first two interactions with Chihiro, speaking with her for the 3rd time and suggesting a hangout will unlock the Justice Social Link. You can find her in front of the Student Council Room at the 2F Classroom Hall.

Can You Romance Chihiro (Justice)?

Choose the Right Dialogue to Enter a Romance

It is important when going from Rank 4 to Rank 5 that you choose the right dialogue choices if you wish to enter a romance with Chihiro. Specifically, you would need to choose the "Yeah, she's in love" when she asks you if her friend is in love. Then later on, choose to hold her hand.

Romance Possible Upon Reaching Rank 9

Players can romance Chihiro, the Justice Arcana, upon reaching Rank 9 at her Social Link. You will know you will enter into a relationship when the game prompts you to be careful of what you say.
