The following tips can help you beat Chariot in battle.
Using powerful attacks on the Tank-Form Shadow will sever the link between the Chariot and Justice, allowing you to attack them individually.
After the Tank-Form Shadow has separated into the Chariot and Justice, do not defeat them one by one. They have the ability to resurrect each other, which could prolong the fight indefinitely.
In order to win the fight, you have to defeat both bosses at the same time, or at least immediately one after the other, before the surviving one has the chance to use Restore on its next turn.
Because of the rough win conditions, it is recommended to use multi-target attacks, like Vacuum Slash, Maragi, Mabufu, and the like, so that you may defeat both bosses simultaneously.
The Tank-Form Shadow targets one of your party members and shoots an Armor-Piercing Shell on its next turn. This does a lot of single-target damage, so make sure to order that party member to Guard.
Additionally, when it says it is loading grenades, it will throw a High-Explosive Shell on its next turn, dealing Piercing damage, which can Crit you. Guard against this as well, and take this opportunity to heal up and buff yourself before the boss splits into two.
Justice can cast Mahama on your whole party, which has a chance to instantly kill anyone hit by it. Make sure to have a Homunculus item on hand to guard against instakills and have Protagonist equip a Persona that nullifies Light attacks.
