How to Get Spireton Access Override Card
Obtain From Ruth Basar
You can obtain the Spireton Access Override Card from Presiding Bishop Ruth Basar at the end of the quest An Equitable Arrangement.
In order to gain an audience with Ruth, you will need to complete a few faction quests for Artificer Laureate Enola Kraft in Laplace's Garden on Cloister. These quests include A Study in Disruption and Crash Course in Telemetry.

How to Use Spireton Access Override Card
Opens Doors in Spireton
In Spireton, there are plenty of doors that are locked, including the ones in the medical wing. It can be accessed if you have Lockpick 17, or The Spireton Access Override Card.
The Spireton Access Override Card can also disable the turrets around Spireton by accessing the terminal inside a building that is opened with the Access Overide Card or Lockpick 17.
Does Not Open Spireton Lift
It is worth noting that the Spireton Access Override Card does not activate the Spireton Lift. In order to do this, you need to follow the quest An Equitable Arrangement and re-enable the Spireton Lift from inside the Archive.
