How to Unlock The Case of the Mystery Rations
Speak to Huguenard in Winter's Grasp
During the A Complication with the Computronic Cerebrum main quest, when you reach Winter's Grasp, talk to Field Manager Huguenard. Accept his quest Fusing Fractured Forces, then exhaust his dialogue or ask him if he has any other tasks for you. He will proceed to tell you to find out what the Sub Rosa Finagler at the port nearby is up to, which starts the quest The Case of the Mystery Rations.

Find the Sub Rosa Finagler
| Step-by-step Walkthrough | |

| 1 |  Head to the Port Authority building, which is the tower at the Landing Pad near Winter's Grasp. |
| 2 |  (Optional) Go behind the tower and examine the crate of Crabble cake rations. If you pass the check, you will gain evidence of the dealings of the Sub Rosa Finagler. Note: You can directly examine the crate to trigger the quest without first talking to Huguenard in Winter's Grasp. |
| 3 |  Enter the tower and ride the lift. At the upper floor, you will find Sub-Finagler Peoria Quebecker. Note: You can also unlock the quest by talking directly to Sub-Finagler Peoria and skipping the conversation with Huguenard and the examination of the crate of rations. |
Confront Sub-Finagler Peoria Quebecker
Talk to Sub-Finagler Peoria and make her confess about her dealings. Choose any of the dialogue sequences where you meet the requirements to make her spill.

Report to Field Manager Huguenard
| Step-by-step Walkthrough | |

| 1 |  After revealing her transaction with the Protectorate, she will hand over an audio recording of her confession to you, which starts the quest Confessions of a Sub-Finagler. |
| 2 |  Return to Winter's Grasp and report to Huguenard about what you've found out regarding the Sub Rosa Finagler. He'll be pleased with your findings and reward you, thus completing the quest. |
| 3 |  Alternatively, you can lie to Huguenard and tell him to arrest Peoria. Doing this will also complete the quest and receive the same reward, but your reputation with Sub Rosa will decrease by 5. |
