How to Unlock Schemes of the Secret Smugglers
Read the Memos on the Fairfield Jail Computer Terminal
One of the security officers in Fairfield will have a personal terminal inside the Fairfield Jail. Read all the memos under the Compliance Investigations Notations section to trigger the side quest, Schemes of Secret Smugglers.

Read the Messages on Emeline Galloway's Terminal
Before you head over to the greenhouse to investigate Emeline Galloway, visit her house in Fairfield (directly south of the greenhouse). Interact with her computer terminal and read through all of her memos. This should give you enough information to call her out as the mastermind behind the smuggling operation.
Confront Emeline Galloway
Armed with this new info, head over to the Fairfield Greenhouse and confront Emeline Galloway. Tell her you know about her activities and she'll eventually offer you a job that connects you to a new faction called Sub Rosa. Accept it to continue the side quest.
Locate Officer Cardosa's Terminal
Emeline tells you that you need to access Officer Cardosa's Terminal in Fairfield in order to delete evidence of Sub Rosa's activity in the area. Officer Cardosa and her terminal can be found next to the large Auntie's Choice shuttle on the west side of Fairfield.

In order to access the records on Cardosa's terminal, you'll need to get the Replenishment Terminal Keycard. There are 3 ways to get the keycard from right under Cardosa's nose, two of which requires skill checks.
Method 1: Steal it After Distracting Cardosa
If you don't have access to Hack 2 or Speech 2, the easiest way to get the keycard is to distract Cardosa so she isn't looking directly at the keycard. Choose the following dialogue options to distract her:

Once Cardosa starts moving towards the ship, make sure no one else is looking before swiping the keycard.
Method 2: Convince Cardosa that Galloway's Plants will Help the Military
If you have Speech 2, you can smooth-talk your way into convincing her you have a good reason to look at her terminal.

After picking the Speech 2 option, you'll be able to pick up the keycard since it won't be flagged as stealing.
Method 3: Convince Cardosa that You're a Terminal Security Specialist
Alternatively, if you have Hack 2, you can fool Cardosa into thinking you're a specialist that's looking to check the security of her terminal.

| 5 | Hack 2 + Quest is Active: Emeline Galloway asked me, a specialist, to ensure your terminal's security is up to date. |
After picking the Hack 2 option, you'll be able to pick up the keycard since it won't be flagged as stealing.
Access Cardosa's Terminal and Adjust the Inventory
Once you have the Replenishment Terminal Keycard, head inside and interact with Cardosa's terminal. Choose the option, Adjust Inventory Total: Auntie Fizzo's Spectrum Vodka to complete this objective.
Report Your Success to Emeline Galloway
Finally, with the records of Sub Rosa erased, head back to the greenhouse and report your succes to Emeline Galloway. For your troubles, you get a whopping +15 Reputation for Sub Rosa, a silencer for your pistol, and 350 Bits.
Yellow Rose Painting Location
After completing the quest, Emeline Galloway will tell you that you can find other Sub Rosa members by keeping an eye out for paintings of a yellow rose like the one you passed on your way into the Greenhouse.
The Yellow Rose symbol is not a painting, but a mural on the low wall to the right side of the stairs. You can only find the yellow rose as it becomes visible by approaching the wall.
