You can use the repair kit to power the Substation, simply climb the substation ladder and interact with the panel to repair it. This can also be done if you have either Engineering 3 or the Innovative trait.

Locate the grate at the side of the substation. Walking up to the grate should be enough to highlight it.

Interact with the Grate
Interact with the grate. You will need either Sneak 2 or the Nimble Trait to exploit the vulnerability.

Pick Up the Substation Repair Kit
Enter the substation through the opening and pick up the Substation Repair Kit

Climb the Ladder
Exit through the hole and climb the ladder beside the substation door.

Use the Substation Repair Kit
Use the Substation Repair Kit on the panel to repair it.
