List of Contents

Debrief with Tristan in The Incognito after Listening for a Clue to immediately start the quest. Afterwards, head to Central Control in Praetor to visit the Supreme Arbiter's office.
WARNING: Tristan is required to be on your team to progress this quest.

There is a Protectorate blockade in Praetor that prohibits you from travelling to the western half of the map by normal means.
There are two ways to bypass the blockade to reach Central Control and the western side of Praetor: either by passing through the Automech Production Facility west of the Landing Pad, or use the tunnel guarded by Auntie's Choice. This is also part of the main quest, An Instrument to Unfold Space & Time.

| Step-by-step Walkthrough | |
|---|---|
| 1 | ![]() As you arrive in Central Control, your entry will be stopped by Warden 2nd Class Marslow. Tristan suggests taking one of the two secret paths inside Central Control. The path you take won't matter and will lead to the same area. ① The left path is a long tunnel leading to the side of the building. ② The right path is the prisoner's gate which requires Engineering 11 to unlock. |
| 2 | ![]() Once inside the compound, you can choose to shoot your way in or use stealth. Head inside the building. |
| 3 | ![]() From the entrance, enter the doorway to the left and walk straight to the elevator leading to the Supreme Arbiter's office. If using stealth, a vent is available on the wall to the left of the lobby that leads to the elevator. Ride the elevator up. |
| 4 | ![]() Upon arriving, Tristan will work on the terminal allowing you to explore. Interact with the Pillaged Order Globe on the far right corner of the room to activate the terminal. Once activated, read through all the messages. |
| 5 | After listening to the Supreme Arbiter's message, Tristan speaks to you, but before he finishes, Junior Arbiter Mayhall will arrive. Confront her. |
| Ways to Deal with Junior Arbiter Mayhall | |
|---|---|
| Convince Mayhall | Execute Mayhall |
Junior Arbiter Mayhall followed you in order to arrest Tristan. You have the option to convince her to stand down, or kill her for standing in your way.
It will be easier to convince Junior Arbiter Mayhall if you spare either Sentinel Perrault or Luther Okada during Listening For a Clue. Otherwise, you can pass skill checks to make her stand down.
| Steps to Convince Junior Arbiter Mayhall | |
|---|---|
| 1 | ![]() Start by dissuading Mayhall from violence. Select "Those are a lot of accusations to throw around. Let's all calm down and discuss this." |
| 2 | ![]() Next, ensure Tristan won't act in violence. You can divert Mayhall's attention, or reason with Tristan by reminding how similar their duties are. Choose from the two dialogue ① "Mayhall, was it? Maybe we can come to an understanding." ② "Tristan, can't you see she's just following her duty, like you are?" (Unlocks from a conversation in Listening For a Clue when sparing Okada) |
| 3 | ![]() Then, choose the dialogue options here that deters Tristan from executing Mayhall. Move to the next dialogue. |
| 4 | ![]() If you've spared Sentinel Perrault or Luther Okada during Listening For a Clue, you can use this info to challenge's Mayhall's belief in the Protectorate law. Choose any of these dialogue to reason with Mayhall; ① "Tristan spared a Sentinel bent on arresting him. Does that seem like a traitor to you?" (Unlocks if you spare Perrault) ② "Sometimes your punishments don't fit the crime. Tell her about the Collating Post." (Unlocks if you spare Okada) If both Perrault or Okada were executed, you can pass a skill check; "You're clearly smart enough to realize that's not true" (Leadership 11) |
| 5 | ![]() For the next part, select the skill checks to make Mayhall question her morals. You can also have Tristan share wisdom from his mentor; ① "You don't even have to answer. I can tell that you know this isn't just." (Observation 7) ② "Arbiters aren't under any jurisdication but their own. No one put you up to this." (Brilliant perk) ③ "Tell her what you told me about the Supreme Arbiter's teachings." |
| 5 | ![]() Lastly, you'll need information you've learned from the Supreme Arbiter's terminal earlier, or pick the dialogue with skill checks to dissuade Mayhall further; ① "Even the Supreme Arbiter seems to have struggled to do the right thing by your laws." (Unlocks after listening to the Supreme Arbiter's message) ② "If your orders are self-contradictory, it stands to reason you should question them. (Brilliant perk) ③ "You face an inherent logical fallacy. All you can do here is follow your heart." (Speech 7) |
| 6 | ![]() This convinces Junior Arbiter Mayhall to let you and Tristan go. Tristan is most pleased with this outcome and you will gain 810 XP. He'll tell you to wait for Virgil's message before making the next move. You can choose to continue exploring Central Control, or return to The Incognito. |

You can immediately make Mayhall hostile by choosing dialogue that provokes her, or tell Tristan to judge her. Mayhall will also attack if you failed to convince her to stand down.
During the fight, there will be Protectorate Wasps and Security Turrets backing her up. You will gain 615 XP upon killing Mayhall. Once done, Tristan is disappointed and informs you to wait for Virgil's message. You can continue exploring Central Control, or return to The Incognito.
| Step-by-step Walkthrough | |
|---|---|
| 1 | Talk to Tristan in The Incognito, and he'll tell you that Virgil would like to meet up in the Arbiter Training Facility in Paradise Island. Travel there to continue the quest. |
| 2 | ![]() The Arbiter Training Facility is located north east of the Landing Pad. Head straight to the facility. WARNING: The quest will not progress if Tristan is not on your team. |
| 3 | ![]() Once you arrive, head to the door next to the stairs and take the elevator down to meet with Virgil. |
| 4 | ![]() Speak to Virgil, and a small army of Protectorate Sentinels will storm the facility. Virgil will ask you take them out. |
| 5 | ![]() Once the facility is cleared of enemies, Virgil will reveal that he was the murderer of the Supreme Arbiter. At this point, you can help Tristan decide whether to spare Virgil or execute him. |
| Ways to Deal with Virgil | |
|---|---|
| Spare Virgil | Execute Virgil |
You have the option to convince Tristan to spare Virgil, or allow him to execute his brother-in-arms.
However, we highly recommend to spare Virgil, or else Tristan will leave the crew if he is executed. Although, he can be convinced to stay with a Speech 3 skill check.
To make sure Tristan spares Virgil, choose dialogue options that convinces Tristan that Virgil did what he thinks is right.
Note: These steps unlocks dialogue that can later be used to suggest to Tristan to leave the Protectorate. It requires Speech 3, and it can potentially affect his ending.
| Steps to Let Tristan Spare Virgil | |
|---|---|
| 1 | ![]() After the fight, Tristan will confront Virgil. Select the option [Let Tristan respond.] |
| 2 | ![]() Then, pick any option here to continue to the next dialogue. |
| 3 | ![]() To learn more of Virgil's side of the story, pick "You've got one chance to explain what happened and why you did what you did." Note: This is a crucial dialogue to influence both Tristan and Virgil to leave the Protectorate. |
| 4 | ![]() Next, question Virgil's loyalty by selecting, "Seems like it would be tough to stay loyal after having to kill your mentor, Virgil." Note: This is a crucial dialogue to influence both Tristan and Virgil to leave the Protectorate. |
| 5 | ![]() You will need to pass a Speech 3 skill check to learn more of Virgil's perspective. Pick the dialogue, "You don't sound resolute. You sound guilty." (Speech 3) Note: This is a very crucial skill check to convince Virgil to defect, and influence Tristan, to leave the Protectorate. |
| 6 | ![]() Afterwards, finish Virgil's sentence by picking "...have since realized that you cared more about her than the Protectorate." Note: This is a very crucial dialogue to convince Virgil to defect from the Protectorate. |
| 7 | ![]() Now it's time to spare Virgil, select "Try to calm down. You need to think rationally about our next course of action." |
| 8 | ![]() Continue convincing Tristan by choosing, "The fact you're hesitating here means you know executing Virgil is wrong." |
| 9 | ![]() Next, pick the dialogue, "Let me ask you this: what would you have done in Virgil's shoes?" |
| 10 | ![]() For this part, continue questioning Tristan's conscience by selecting, "Well, is there anything else he could have done? Any alternative?" |
| 11 | ![]() Then, pick any dialogue here to convince Tristan to spare Virgil. |
| 12 | ![]() Next, convince Virgil to defect from the Protectorate by selecting, "You've come this far already—maybe you should just defect." Note: This is a crucial dialogue to influence Tristan to leave the Protectorate. |
| 13 | ![]() Last, question Tristan's loyalty to the Protectorate by picking, "How can you, Tristan?" Note: This is a crucial dialogue to influence Tristan to leave the Protectorate. |
| 14 | Once spared, Virgil will reward you with Tristan's Advanced Mod Kit as thanks. Head back to The Incognito to debrief with Tristan to finish the quest. |

To make Tristan execute Virgil, select "This sounds like grounds for execution to me." dialogue during the confrontation. Tristan will be hesitant, and you'll need to pass a Speech 3 skill check to convince him. This will make Virgil hostile and attack.
After killing Virgil, you will gain 810 XP as well as Tristan's Advanced Mod Kit and 955 Bits as loot. Head back to The Incognito to debrief with Tristan to finish the quest.
Warning: Executing Virgil locks you out of dialogue that can be used to suggest to Tristan to leave the Protectorate and affect his ending.
Travel back to The Incognito, then speak to Tristan about what transpired in the facility. He'll have different reactions based on your decision with Virgil.
If Virgil is spared, Tristan will be relieved to see him alive. He decides to stay with the Protectorate and remains in your crew as a companion. He offers his thanks to your assistance. This ends the quest. Sparing Virgil will also unlock Tristan's additional perk Fair Guardian.
Additionally, if Virgil was convinced to defect from the Protectorate, you'll unlock the dialogue to suggest Tristan to leave as well. He won't defect immediately, but will consider once Arcadia is safe— so for now, he stays with the Protectorate and in your crew as a companion. Picking this choice will affect Tristan's ending.
If Virgil is executed, Tristan will feel regret and he decides to leave the crew. However, you can convince him to stay by passing a Speech 3 skill check so he remains in your crew as a companion. Executing Tristan will also unlock Tristan's additional perk Protectorate Guardian.
If you allow Tristan to leave, it ends the quest and he will not be available as a companion anymore.
