Obtain From Seer Wiley
Seer Wiley holds one of the Abbot's Universal Keys. You can obtain it from him via two methods during the On the Trail of the Traitor main quest: You can either kill Seer Wiley then loot it from his body, or spare him then pickpocket it from him.

Obtain from Abbot Newell
Abbot Newell gives you the Abbot's Universal Key as a reward, if you spare Seer Wiley. You will find the Abbot near the giant orrery on the way back outside.
