How to Unlock A Refreshing Bit of News
Ask Minister Milverstreet to Help You Get Into the Vox Relay
During The Saboteur of Paradise main quest, you'll have the option to get additional help when infiltrating the Vox Relay. Ask Minister Milverstreet in Fairfield for help and accept his request to trigger A Refreshing Bit of News.
Note: Accepting this quest will lock you out of Officer Kaur's questline. Once you opt to help Milverstreet, you will no longer be able to do the Above and Beyond Repair quest.

Go to the Ministry of Accuracy
After speaking to Minister Milverstreet, head west from Fairfield towards the Ministry of Accuracy. Upon arriving, clear out the Raptidons from the outer courtyard. Then, enter the large building on the west side of the compound.
Note: While the loot inside the small courtyard building can be pretty generic, there is a vending machine here that you can use to resupply before entering the main building.
Send Inez Back to Fairfield
As soon as you enter the main building, you'll see Inez putting down a Raptidon Hunter. Once she opens the door for you, speak to her and tell her that Milverstreet sent you. She'll return to Fairfield as soon as your conversation ends.
Retrieve the Info on Mental Refreshment
| Step-by-step Walkthrough | |

| 1 |  The computer terminal containing the required info will be located behind a locked door that can only be reached via the 4th floor of the ministry. When ready, enter through the only unblocked door to reach the main hall of the ministry. |
| 2 |  Inside this large room, you'll find multiple Raptidons. Clear them out before using the ladder at the north side of the room to reach the 2nd floor. There isn't much to loot on the ground floor. The south side of the room will have some ammo for you and the Protectorate Trooper bodies will have an assortment of junk. |
| 3 |  At the 2nd floor, follow the walkway towards the south of the room. Jump over the gap to reach the southern side. |
| 4 |  Once you're across, you'll see a computer terminal as well as a ladder leading up to the 3rd floor. Before going up to the 3rd floor, open up the terminal and select the following options: ① ALERT: Overdue Deliverable ② Print Euphoria ARC Pass This nets you the Euphoria Coast Automech Repair Center Pass - a key item needed to enter the ARC during side quests like An Aegis Against Miasma. Doing this now means you won't have to return to this location later on. |
| 5 |  After securing the ARC pass, use the ladder to get up to the 3rd floor. At the top, face north and jump across the gap to reach the other side of the 3rd floor. As soon as you're across, 2 Raptidon Spitters will appear. |
| 6 |  Defeat the Raptidon Spitters then face south towards the ruined elevator. You should see some pipes off to your right that you can climb on to reach the 4th floor. |
| 7 |  2 more Raptidon Spitters will ambush you here. Defeat them then go through the only open doorway on the 4th floor. |
| 8 |  Once past the doorway, you'll find yourself on a walkway. Make your way down to the lowest floor and jump down the open vent. |
| 9 |  Upon landing in this new room, you'll find a computer terminal. Interact with it then navigate to Administrator's Reports > New Horizons for Mental Refreshment. Select Print to Cartridge to get the info Milverstreet was looking for. Before leaving, make sure to loot the High Security Lockbox on one of the tables. |
Deliver the Cartridge to Minister Milverstreet
With the info on Mental Refreshment retrieved, exit the Ministry of Accuracy main building then fast travel back to Fairfield. When you arrive, you can interrupt the conversation between Milverstreet and Inez to submit the Report on Mental Refreshment.
For your troubles, Milverstreet will reward you with 350 Bits and an armor piece called the Topmost Coat; this is on top of the 1080 XP you get for completing the quest.
Continuing the Conversation Unlocks Milverstreet's Next Quest
If you decide to keep talking to Milverstreet after Inez leaves, he'll immediately offer up his next quest, The Brain Benders of Auntie's Choice. However, you can still reject him if you want to do something else first (this doesn't lock you out of the next quest).

Accepting this Quest Locks You Out of Kaur's Questline
The only significant choice during this quest is when you first accept Milverstreet's request. If you want to work with Kaur (armored lady) instead of Milverstreet, make sure to turn down the minister's offer before speaking to Kaur in one of the side rooms.
Accepting Milverstreet's request will lock you out of Kaur's Above and Beyond Repair and Ascent in the Howling Tower side quests.
