Ironically, the Keycard to the Westport Generator Station is inside the Generator Station itself. You can enter the Generator Station without a keycard by finding the hole in the wall and jumping into it.

How to Enter Generator Station

Enter through hole in wall
Enter through a hole in the wall by double jumping from the nearby railing or from boxes to the side. You will need to have obtained the Plasma Thruster Boosts, which allow you to double jump.

You can still complete the quest The Brain Benders of Auntie's Choice without ever touching this keycard.

The only use for the card is to open the front door of the Westport Generator Station, which doesn't matter much, since you can exit through the hole in the wall you came in through.
