| Spare the Consul |
The Consul will be willing to sacrifice himself to stop the Rifts. If the Consul does sacrifice himself, he will appear in the ending slides. |
| Kill the Consul | The Consul will end up being the final boss, and someone else has to do the sacrifice to save Arcadia after his defeat. |
At the end of the final main quest, you can choose to spare or kill the Consul. This decision can grant you an additional sacrifice option to save Arcadia or force you into a difficult final boss fight.
If you spare him, he will agree to serve as the sacrifice to stop the out-of-control rifts if you volunteer him, doing so as an act of atonement for his actions.
If you choose hostile dialogue, or lack the Required Info and Speech skill to make him stand down, the encounter becomes a boss fight that ends with his death. After defeating him, you must choose someone else to serve as the sacrifice to save Arcadia.
Sins of the Past on the Precipice of the Future Walkthrough

With the Consul alive after the final encounter, he will willingly agree to be the sacrifice if you volunteer him. He views this as a way to clear his name and atone for his decisions.
This choice spares you, or any companion, from having to make the sacrifice, and the Consul does the role without resistance.
During the confrontation with the Consul, you can convince him to surrender by reasoning that his plans to save Arcadia will fail. The Rift Modulator Schematics and Report (Required Info) given by Chief Scientist Jude Moserrate is needed, as well as passing a skill check of Speech 20.
Another Required Info is knowing that the Matriarch did not discover skip drives, which you get by completing Do More Harm. If Marisol is in your party, she can contribute to convincing the Consul. Additionally, finding J. Moserrate's Private Log in a room on the Science Deck of the ship will also unlock one of the required info to convince the Consul.
Once the Consul stands down, he'll be willing to sacrifice himself to close the exploding rift.
