There is no option to pass time or skip to a specific time of day. Instead, you can fast travel to move time forward, as the loading screen in between gameplay represents time passing for immersion’s sake.

Outer Worlds 2 Enemies Respawn

The time of day doesn't really have any gameplay advantages. Enemies don’t respawn regardless of how much time passes, and there are no quests that require completing objectives at specific times since there’s no in-game clock. Nighttime also makes no difference, as enemies can spot you just as easily as during the day.
