How to Unlock An Equitable Arrangement

Talk to the Delegates in the Undisputed Claim or Cloister

VP Gertie and Vicar Levin

If you've saved the delegates from Augustine De Vries at the end of Fiends in High Places, an invitation to the ACS Undisputed Claim from Vice President Gertie Hewett will be given to you. Go to the ACS Undisputed Claim and speak to Vice President Hewett in the Head Office Tower. Then agree with Hewett to negotiate an alliance between Auntie's Choice and the Order.

VAL also mentions that the Order is situated in Cloister. If you want to gain their favor first, head to Laplace's Garden in Cloister and talk to Vicar Laureate Alden Levin. Agree with Levin to continue the negotiations.

Forming an alliance between Auntie's Choice and The Order will be helpful in taking over the Archive during A Complication with the Computronic Cerebrum. Both factions will also help during the final quest Sins of the Past on the Precipice of the Future.

Speak to the Delegates of Auntie's Choice and the Order

Head on over to The ACS Undisputed Claim or Cloister to find the delegates of the factions. For Auntie's Choice, find Vice President Hewett in the Head Office Tower in the Undisputed Claim. For the Order, look for Vicar Laureate Alden Levin in Laplace's Garden in Cloister.

It is good to note to agree with the delegates to continue the alliance so the negotiations will move forward.

Speak to Vice President Hewett

Step-by-step Walkthrough
1

To start the quest, head on over to the newly-unlocked area, The ACS Undisputed Claim.
2

Walk across the platform to Client Intake, and speak to Specialist Hoogerhyde in the booth.

Hoogerhyde will take a moment to check your background, then she'll offer to place an Auntie's Choice holo-advertorial inside the Incognito for free.

Should you accept, you'll get +3 Auntie's Choice rep and a new display piece on the ship. If you have Intimidator or Negotiator perk, you can pass a skill check and Hoogerhyde will add 850 Bits as a bonus.
3

Now that you're granted access to the Undisputed Claim, enter the large doors and head on to the Profit Mover Tramicular. Ride the Tramicular towards the Value-Added Esplanade.
4

From the Value-Added Esplanade, walk straight and follow the path to the Head Office Tower. Enter the door and continue up the stairs to the office. Talk to Vice President Gertie Hewett by the entrance.
5

Gertie will mention that an alliance with The Order is still possible by gaining an audience with their leaders.

Whether you agree or disagree with her through the dialogue, she'll insist on pursuing the negotiations. This triggers the start of An Equitable Agreement.
6 Next, she tasks you with getting the favor of both factions and eventually gaining an audience with Auntie Cleo and Bishop Ruth Basar.

At this point, you can start either quest to gain the factions favor:

Now Hiring: Invaluable Disposable Agent - Stay in the Undisputed Claim to work with the VPs and gain Auntie's Choice favor.
A Study in Disruption - Go to Laplace's Garden in Cloister to help Laureate Enola Kraft to gain the Order's favor.

Speak to Vicar Laureate Alden Levin

Step-by-step Walkthrough
1

Travel to one of the newly-unlocked areas, Cloister.
2

Laplace's Garden is located south of the Landing Pad. Walk down the stairs of the Landing Pad and follow the snowy path down the mountain.

Eventually, you'll reach Laplace's Garden Outskirts. Head for the entrance.
3

You'll be greeted by Junior Seer Amaryllis by the entrance. She'll tell you that the Artificer Lareaute is expecting you, as well as Vicar Laureate Levin who 's in the Belvedere Hall's main courtyard.

Climb up the large staircase to reach the main courtyard.
4

Levin will be waiting for you by the statue. Speak to him.

Levin mentions that he and VP Gertie Hewett had continued communications about the alliance, and he would like you to assist in making a negotiation happen.

Whether you agree or disagree with him through the dialogue, he'll insist on the benefits of the alliance. This triggers the start of An Equitable Agreement.
5 Next, he tasks you with getting the favor of both factions and eventually gaining an audience with Auntie Cleo and Bishop Ruth Basar.

At this point, you can start either quest to gain the factions' favor:

A Study in Disruption - Stay in Laplace's Garden in Cloister and meet with Laureate Enola Kraft to gain the Order's favor.
Now Hiring: Invaluable Disposable Agent - Travel to the Undisputed Claim to work with Auntie's Choice VPs and gain Auntie's Choice favor.

Gain the Favor of Auntie's Choice and The Order

Audience with Auntie and Ruth

To gain an audience with Auntie Cleo and Presiding Bishop Ruth Basar, you'll first have to gain their favor by working with their representatives. The representatives will give you two side quests each.

Finishing these side quests will allow you to talk with Auntie Cleo and Presiding Bishop Ruth Basar.

Gain Auntie's Choice's Favor

Quest How to Start
Now Hiring: Invaluable Disposable Agent Talk to VPs C.F. Pendergrass III and Urusula Ormsby in the Head Office Tower at the ACS Undisputed Claim to get your first task in gaining Auntie's favor.
Mysteries of the Mental Modulators Starts after finishing Now Hiring: Invaluable Disposable Agent. Speak to VPs Pendergrass III and Ormsby.

For Auntie's Choice, travel to the ACS Undisputed Claim, and go to the Head Office Tower where you met Vice President Gertie Hewett before. Enter the door on the left to meet the VPs C.F. Pendergrass III and Urusula Ormsby, who will issue you two quests to gain Auntie's Choice's favor.

Once completed, Auntie Cleo speaks to you and you can propose an alliance. Auntie Cleo agrees, but tells you to gain an audience with the Presiding Bishop of the Order as well.

Gain The Order's Favor

Quest How to Start
A Study in Disruption Travel to Laplace's Garden in Cloister and speak with Laureate Enola Kraft. This is your first task in gaining an audience with the Presiding Bishop.
Crash Course in Telemetry Starts immediately after A Study in Disruption. Speak to Laureate Enola Kraft.

As for the The Order of Ascendant, travel to Laplace's Garden in Cloister to find Laureate Enola Kraft. Accept and complete the two quests she will issue you to gain the Order's favor.

Once done, you'll gain an audience with the Presiding Bishop Ruth Basar. Before meeting Ruth, Vicar Laureate Alden Levin will ask you to mention the alliance to her. Enter the door to meet with the Presiding Bishop.

Propose an Alliance to Auntie Cleo and Bishop Ruth Basar

Ruth and Cleo

After gaining the favor of both factions, you'll now be granted an audience with Auntie Cleo and Presiding Bishop Ruth Basar. During this dialogue, you'll have the opportunity to propose an alliance to help you in taking over the Archive, or side with only one faction.

When you propose the alliance, Auntie Cleo will be amenable to the partnership and will agree outright, but Presiding Bishop Ruth Basar will require a skill check to convince.

Siding with only one faction will fail An Equitable Arrangement. So in order to continue the negotiations, it is recommended to agree with the delegates and propose an alliance.

Propose an Alliance to Auntie Cleo

After finishing Now Hiring: Invaluable Disposable Agent and Mysteries of the Mental Modulators, Auntie Cleo herself will speak to you and mentions that the delegates have been communicating about an alliance. Affirm this by selecting:

  • "Gertie expressed a desire to resume negotiations. I think you should."

Auntie will agree, but before a negotiation could happen, you'll have to gain an audience with Presiding Bishop Ruth Basar first. If you've already done this, then the negotiations will move forward.

Propose an Alliance to Presiding Bishop Ruth Basar

1 That's correct. Is this something you'd be open to?
2 Surely the Order isn't worried about Auntie's Choice beating them in a negotiation?
3 The Order and Auntie's Choice comes to a mutual understanding that benefits both groups.

After completing A Study in Disruption and Crash Course in Telemetry, Presiding Bishop Ruth Basar will speak to you. She'll mention that Levin, and now Auntie Cleo, has been arranging for a negotiation.

However, unlike Auntie Cleo, you'll need to convince Bishop Ruth by choosing a specific set of dialogue as shown above, or pass a skill check for the following:

Speech Skill IconSpeech 7: I consider you a wise leader, Bishop. Wise enough to see the potential benefits here.
Science! Skill IconScience! 7: Levin has built a strong framework for peace. You shouldn't be afraid to use it.
・RequiresNegotiator.png Negotiator perk

Failing to persuade Bishop Ruth to form an alliance locks you into siding with the Order. This also fails An Equitable Arrangement, and starts Methods of Applied Force.

Negotiate an Alliance

Negotiation Room

When both factions have agreed to an alliance, travel to the Head Office Tower in ACS Undisputed Claim. Ride the elevator down to Secure Telecommunications and enter the door. It is recommended to make a new save file before proceeding with the negotiations.

During the negotiations, there are three agendas to be discussed, namely:

  1. Who controls the Archive?
  2. Who oversees the production and distribution of skip cores?
  3. Who manages the Protectorate's rift technology?

As mediator, you will decide who'll own the following agenda items. It's possible to give two out of the three agenda items to one faction. However, giving all the agenda items to one faction without attempting to compromise will abruptly end the negotiation with the factions refusing to work with you. The best outcome is either splitting ownership, or finding a compromise between the two factions.

The choices made during the negotiations will reflect on the game's endings.

Who Controls the Archive?

Choice Results
Give the Archive to Auntie's Choice Bishop Ruth vehemently disagrees and requires Speech 14 skill check to convince, or else the negotiations ends immediately.
Pass a skill check:
Speech Skill IconSpeech 14: "These negotiations won't get very far without compromising somewhere."
Give the Archive to The Order Auntie Cleo will disagree, but can be dissuaded by either selecting the following dialogue, or with a Speech 14 skill check.
Select the dialogue in order:
① "It needn't be forever. What's a small sacrifice for greater gains later?"
② "Maybe Ruth will allow you to use the Archive in the future? No need to discuss it now."

Or pass the skill check:
Speech Skill IconSpeech 14: "Consider it a gesture of good will. Easier to sell things to people who don't hate you."
Compromise The Order gets the Archive but some of its power will be used to run Auntie's Choice ad campaigns. Auntie Cleo will pay the Order for this compromise.
Select the dialogue in order:
① "How about the Order gets the Archive, but directs some power to an ad campaign?"
② "If Auntie pays the Order for access, that income could fund scientific research."

Giving the Archive to Auntie Cleo would cause Ruth Basar to get furious, and failure to convince her with the Speech 14 skill check ends the negotiation—with both factions refusing to help you further.

The Order taking the Archive will make Auntie Cleo disagree, but can easily be dissuaded by choosing "Maybe Ruth will allow you to use the Archive in the future? No need to discuss it now."

It'll be easier to negotiate this point of interest by giving the Archive to the Order. However, we recommend choosing the compromise as Auntie's ad campaign doesn't do harm to the Archive, and the Order gets paid for it.

Who Oversees the Production and Distribution of Skip Cores?

Choice Results
Let Auntie's Choice Oversees the Skip Cores Bishop Ruth disagrees, but can be dissauded by choosing a dialogue or by passing a Speech 14 skill check.
Choose the dialogue:
"I disagree. Nothing in life comes for free. Auntie's Choice should oversee the production."

Or pass the skill check:
Speech Skill IconSpeech 14:"What if the Order drafted restrictions to curb abuse while Auntie's handled production?"
Let The Order Oversees the Skip Cores Auntie Cleo vehemently disagrees, and requires Leadership 14 to convince.
Pass the skill check:
Leadership Skill IconLeadership 14: "Auntie's Choice needs to build community or you'll forever be seen as invaders."
Compromise Auntie Cleo gets a patent on the skip drives for a year, afterwards, the Order is free to distribute it to the colony.
Pass the skill check:
Science! Skill IconScience! 14: "What about a temporary patent for a year? After which, the tech will be available to all."

Letting Auntie's Choice oversee the production of the skip drives makes Bishop Ruth disagree, but she can easily be dissuaded by picking "I disagree. Nothing in life comes for free. Auntie's Choice should oversee the production."

Auntie Cleo will not be happy to let the Order get the skip drive either, she'll require Leadership 14 to convince. If you fail to convince Auntie, the negotiations will end and the factions refuse to help you with the Archive.

To have a compromise, it will require Science! 14 to convince Bishop Ruth to allow Auntie Cleo a one-year patent on the skip drives.

Who Manages the Protectorate's Rift Technology?

Choice Results
Auntie's Choice Manages the Rift Modulatior Bishop Ruth disagrees completely and there's no option to dissaude her to give up the rift technology.

Instead, you'll need to either give the Order the skip drives, or find a compromise.
The Order Manages the Rift Modulator Auntie Cleo disagrees, and requires Speech 14 to convince.
Pass the skill check:
Speech Skill IconSpeech 14: "If something goes wrong, it'll blowback on Auntie's Choice. Is that really what you want?"
Compromise Auntie's Choice and The Order will share the usage of the rift technology.
Select the dialogue in order:
① "Crazy idea, but maybe the Order and Auntie's Choice can share the technology?"
② "You say that like it's a bad thing..."

Or pass the skill check:
Science! Skill IconScience! 14: "Let the Order make the technology safe before Auntie's Choice manufactures more devices."

If Auntie's Choice takes the rift technology, Bishop Ruth will not allow it and requests a compromise. You'll either need to pass the Science! 14 skill check to reach a better compromise, split the ownership fifty-fifty, or surrender the technology to the Order completely.

If the rift technology is given to the Order, Auntie Cleo will disagree, but you can change her mind by passing the Speech 14 skill check.

The best compromise requires Science! 14. If you don't have the skill points, you can split the ownership evenly between Auntie and Ruth.

Help Bishop Ruth Basar Acquire Chemicals

Speech 14 Ruth Chemicals

Choice Results
Help Ruth Acquire the Chemicals Choose any one of the dialogue:
・"It's your decision Ruth. if you're prepared to pay the cost, who am I to object?"

・"An exchange of chemicals seems reasonable enough. Right, Auntie?"
Do Not Help Ruth If you refuse to help Ruth, you'll need to pass a Speech 14 skill check:

Speech Skill IconSpeech 14: "If you make this bet, and you're wrong in any way, the entire Order will suffer."

Once all the agendas are discussed and both parties satisfied, Bishop Ruth comes forward with a request. She is in need of dangerous chemicals produced in a Protectorate plant controlled by Auntie's Choice. This chemical is going to be used to make a panacea to allow Bishop Ruth to use a device that connects her to the Archive directly.

You and Auntie can help Ruth in acquiring these chemicals by choosing the dialogue. However, with Observation 9 you'll learn that it has damning side-effects to Ruth's personality, then you can dissuade her with a Speech 14 skill check.

The choice you make here will result in one of the game's endings.

Retake Spireton

Spireton Far View

Ways to Retake Spireton
Charge Ahead Use Stealth

The next step in infiltrating the Archive is to retake Spireton and access its special lift for your allies. Once Bishop Ruth Basar is finished debriefing you, travel to Cloister.

Retake Spireton by Charging Ahead

Step-by-step Walkthrough
1

Spireton is located in the central part of Cloister, south east of the Landing Pad. When you arrive, you'll see a group of Auntie's Choice troopers near a barricade. Talk to Exemplar Lévesque.
2

You have the choice to charge Spireton with this small group, or have them wait so you can disable the turrets by the entrance.

If you pick the second option, do note that they'll charge anyway if you alert the Protectorate forces inside.
3

You can disable the turrets by accessing a terminal inside a locked building on the right side of the area. The building is unlocked by Lockpick Skill IconLockpick 17 or the Spireton Access Override Card.

Once the turrets are disabled, the Auntie's Choice troops will attack.
4

As you attack Spireton, be warned that the area is full of Protectorate soldiers, turrets, and Automechnicals. It is advised to bring equipment that deals Shock damage.
5

You'll have to clear the whole area of any Protectorate enemies to progress the quest, so make sure to check inside the buildings and barracks as well.
6 Once Spireton is cleared, the next step is to re-enable the Spireton Lift for your allies. This can be done by going to the Archive.

Retake Spireton by Using Stealth

Step-by-step Walkthrough
1

Spireton is located in the central part of Cloister, south east of the Landing Pad. When you arrive, you'll see a group of Auntie's Choice troopers near a barricade. Talk to Exemplar Lévesque.
2

You have the choice to charge Spireton with this small group, or have them wait so you can disable the turrets by the entrance.

If you pick the second option, do note that they'll charge anyway if you alert the Protectorate forces inside.
3 If you prefer a more indirect approach, you can enter Spireton through a collapsed wall on the east side of the tower.
4

Enter the destroyed wall and you'll see a locked entrance nearby. This door can be unlocked with Lockpick Skill IconLockpick 11 or the Spireton Access Override Card.

For an alternate way, hug the wall and follow the path until you reach a low wall then climb up to enter the premises.
5

From here, you can also disable the turrets by the entrance. Ride the lift on the left side to go up, and head for the locked building nearby. This can be unlocked with Lockpick Skill IconLockpick 17 or The Spireton Access Override Card.

Disable the turrets by accessing the terminal inside the building.
6

Clear out all the Protectorate enemies to progress the quest. Make sure to check inside the buildings and barracks as well.
7 Once Spireton is cleared, the next step is to re-enable the Spireton Lift for your allies. This can be done by going to the Archive.

Where to Get the Spireton Access Override Card

In Spireton, there are plenty of doors that are locked, including the ones in the medical wing. It can be accessed if you have Lockpick 17, or The Spireton Access Override Card. The Access Overide Card can only be acquired if you've sided with the Order during Crash Course in Telemetry.

The Spireton Access Override Card can also disable the turrets around Spireton by accessing the terminal inside a building that is opened with the Access Override Card or Lockpick 17.

Re-enable the Spireton Lift for Your Allies

Step-by-step Walkthrough
1

You can fast travel to the Archive if you've already discovered it. If not, travel to the town of Newton.

Newton is the area where you did A Study in Disruption quest.
2

Reach the large bridge at the end of the town then interact with the rift using the Rift Anomaly Modulator. Jump your way across the bridge using the platforms the rift reconstructed.
3

Once you reach the entrance to the Archive, turn left and enter the small cafeteria.

Look to the first table by the door to find Tossball Card: Steven "The Chaos" Moret. Afterwards, enter the large door and ride the elevator to the Archive.
4

Now it's time to find the Spireton Lift controls. Turn left from the Archive's entrance to ride a lift up.

Be ready to fight as the pathway ahead is full of Protectorate soldiers and turrets.
5

Once cleared, there will be two large double doors in this area. The other one is sealed for now, so head to the one on the left.

Inside this room will be more Protectorate enemies, so deal with them. Afterwards, look right and follow the large red wires up the ramp through a door.
6

In this control room there are two control panels; the Spireton Lift Controls and the door switch to the Archive. Interact with the Spireton Lift Controls.
7

To re-enable the Lift Controls, you'll need Spireton Lift Control Components or a Renegade background.

The Lift Control Components can be acquired from Auxilliary Dabbler Hoyt Schermerhorn. Hoyt can be found by following the large red wires in the opposite direction.
8

Exit out of the control room then follow along the red wires back down to an open storage room. Climb up the vent then continue along the path to find Hoyt mumbling to himself. Speak to him.
9

To acquire the Lift Control Components from Hoyt, there are three options;

・Acquire five Shivering Sprat Tongues for Hoyt. This is part of The Starving Remainder task.

・Pass a Speech Skill IconSpeech 2 and Speech Skill IconSpeech 14 skill check, consecutively.

・Kill Hoyt for the Lift Components.

Killing Hoyt for the components doesn't have any consequences.
10

Once you acquire the Lift Control Components, head back to the control panel earlier to fix the Spireton Lift Controls then activate the lift. Wait for your allies to arrive before attacking the Protectorate on the bridge.

Be cautious while fighting as it's possible to hit your allies as well, causing you to get a bounty and reduce your reputation to Outlaw.

Get Shivering Sprat Tongues for Hoyt

Step-by-step Walkthrough
1

To get Hoyt to give you the components, he'll task you with harvesting five Shivering Sprat Tongues from Sprats running around the Archive. This is part of the task, The Starving Remainder.

Hoyt will also provide the unique helmet Sprat Hat. It's highly recommended to equip this hat as it makes Sprats friendly and will not run away from you.
2

Sprats can be found around the Archive. Listen for their distinctive chitter, or you can use the Sprat Hat so the Sprats won't run away from you.

Once you acquire five Shivering Sprat Tongues, return to Hoyt.
3

Hoyt is grateful and will gladly pass along the Lift Control Components. Before you leave Hoyt's room, there's a Tossball Card: Claire Nentarz in the small coffee table.

You can head back to the control room and fix the Spireton Lift for your allies.
4

Once you acquire the Lift Control Components, head back to the control panel earlier to fix the Spireton Lift Controls then activate the lift. Wait for your allies to arrive before attacking the Protectorate on the bridge.

Be cautious while fighting as it's possible to hit your allies as well, causing you to get a bounty and reduce your reputation to Outlaw.

Acquire the Archive for your Allies

Step-by-step Walkthrough
1

Now that your allies have arrived and the path is clear, enter the double doors to Central Interface.
2

Head to the door on top of the stairway. The U.E.N.I.A.C. will decline you entry as it acquires the Calcaduceus, a special key used throughout the Archive.

The door to the restroom will open and you will see Assesor Torbert Ostegard. Talk to him, and he'll gladly hand Calcaduceus over in exchange for his freedom.

Before proceeding, wait for Ostegard to die of poisoning then loot his body for a Breath of Sovereign Silver primer.
3

Now enter Central Interface main room by interacting with the bronze statue near the door to be granted access into the U.E.N.I.A.C. Speak to it.
4

The U.E.N.I.A.C will now task you to send the rift program brick from Cold Storage in Cloister Underlands before it can process the rift data.

From this point, the quest objectives for An Equitable Arrangement stops, and the quest branches off to the A Complication with the Computronic Cerebrum quest.

Surrender the Archive to Your Allies

Once the Archive is functional and you've analyzed the rift data, The U.E.N.I.A.C mentions that it will not be functional for a long time after processing the rift data. Any items you missed inside Central Interface will not be accessible once you exit.

After the conversation, leave Central Interface. The representative for The Order or Auntie's Choice will ask you to surrender Calcaduceus and the control of the Archive. You'll have the following options;

  • Keep your promise and give the Archive to the alliance.
  • Change your mind and give the Archive either to Auntie's Choice or The Order.
  • Keep the Archive for yourself.

Your choice here will significantly affect the ending. If you choose to give the Archive to the alliance as agreed upon, return to Presiding Bishop Ruth Basar in Laplace's Garden.

Return to Ruth

Return to Laplace's Garden and talk to Bishop Ruth. She'll congratulates you on your success in the Archive, and will thank you for bringing it back to the alliance's control. Additionally, she'll thank you for fixing the U.E.N.I.A.C if you put its priority set to Actuational (Blue Node) during A Complication with the Computronic Cerebrum.

Bishop Ruth promises the Order and Auntie's Choice will provide aid once you face-off against the Protectorate. This ends the quest.

An Equitable Arrangement Choices

Negotiate the Agendas with Auntie Cleo and Bishop Ruth

If Auntie's Choice and The Order was successfully convinced to negotiate an alliance, you will act as mediator between the two faction. There are three agendas to be discussed during the negotiations.

You can give two out of three agenda items in favor of one faction, but giving all the agenda items to only one faction will result in the negotiations ending immediately. When this happens, the Order and Auntie's Choice will refuse to work with you further.

The choices made in the negotiation will reflect on the game's endings.
