How to Unlock Arbitrary Measures
Talk to Tristan and Bartender Barney at 2nd Choice Saloon
Tristan and the bartender, Barney "Bruiser" Bass, can be found inside The 2nd Choice Saloon in Free Market Station. Speaking with them triggers the Arbitrary Measures side quest.

Gather Information at the Refugee Camp
Tristan will tell you to redezvous at the Refugee Camp in Golden Ridge. Leave Free Market Station via the Incognito then land on the planet of Dorado. Once you arrive in Golden Ridge, head directly west from the landing pad to reach the Refugee Camp.
At the camp entrance, speak to Tristan and he'll invite you to start gathering information to uncover the mystery behind the camp massacre.
Access the Camp Terminal
Once you enter the Refugee Camp, enter the room to your left. Here, you will find the camp terminal where you can gather the first set of information.
Investigate the Damaged Automech
The damaged automech can be found on the northern part of the camp. Simply inspecting it can net you information, but having Hack 5 gives you a deeper insight on what happened to the automech and how it relates to the camp massacre.
Find the Wrecked Transmission Tower
Finally, look for the damaged transmission tower. Similar to the damaged automech, inspecting the tower will give you information. However, having Engineering 5 gives you more insight about how the tower relates to the massacre.
Survive the Ambush
After gathering and discussing the information, a set of automechs will attack the refugee camp. Be mindful not to exit the camp while in combat as this will fail the quest, prompting Tristan to disband the partnership.
Once the enemies are taken care of, talk to Tristan once more. He'll instruct you to meet him back at the 2nd Choice Saloon in Free Market Station.

| 1 |  Speak with the Bartender and inform him of what happened on the Refugee Camp. In the ensuing conversation, select I think I see what you're getting at to gain Exp. |
| 2 |  Head down on the Second Choice's lower floor to inspect the broken lamp. Interacting with this lamp leads you to Francis Min. |
| 3 |  Speak with Francis Min once you meet him in the hidden office. While speaking with him, you can select I thought Sub Rosa was supposed to see me as a friend if you've completed either Missive From the Lost Days or Schemes of the Secret Smugglers side quests. Take note that choosing this dialogue option nets no rewards and only results in additional dialogue. |
| 4 |  After talking with Francis Min, head outside The 2nd Choice Saloon to meet with Tristan. Here, you'll have the option to accept or reject him as a companion. |

After speaking with Francis Min, Tristan offers to join you as a companion. Even though Tristan stands with the opposition, accepting his offer grants you an additional companion and more content.
