Choosing to side with the Order or the Displaced occurs in the side quest Present and Future Company in The Outer Worlds 2. Learn what happens in the story should you choose one over the other!

Side with the Order The refugees will be evacuated, preventing their deaths.
Side with the Displaced The refugees will not evacuate, resulting in many deaths once the rockslide inevitably hits.

During the side quest Present and Future Company Excluded, you are faced with the decision to side with the Order or the Displaced. Siding with the Order prevents all casualties while siding with the Displaced results in the deaths of the refugees in the Exclusion Zone.

Side with the Order to Prevent Casualties

Exclusion Zone Evacuated

Siding with the Order is the best choice to make as this causes the refugees to evacuate the Exclusion Zone. This is the only way to prevent the death of refugees with the Voice agreeing that the Order was right.

Additionally, you'll get the Supportive Scholar Cuirass and a +3 to your faction reputation points towards the Order.

Siding with the Displaced Results in the Death of Many Refugees

Refugees Remain in Exclusion Zone

If you've decided to side with the Voice of the Displaced, the refugees will not evacute the Exclusion Zone. The rockslide inevitably hits as you progress the game, specifically after finishing the quests Beginning at the Endpoint and Discrete Mathematics.

This results in the death of many refugees, leaving both the Voice and Agarwal devastated. Additionally, ignoring the quest will end up in failing it and the Voice will be the sole survivor of the disaster.
